HomeMy WebLinkAboutCC Res 2646 1977-02-14 , ~ "I' " I 1_ ~~ :::-.....- RESOLUTION NUMBER dlt,/k A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEAL BEACH, CALIFORNIA, ENDORSING THE PRIORITY PLAN FOR EXPENDITURES FOR JURISDICTIONS WITHIN THE COUNTY OF ORANGE FROM THE NEJEDLY-HART STATE, URBAN, AND COASTAL PARK BOND ACT OF 1976. WHEREAS, SB 3121 approved by the Governor of the State of California on June 24, 1976 created the Nejedly-Hart State, Urban, and Coastal Park Bond Act of 1976; and WHEREAS, the voters of the State of California on November 2, 1976 adopted the Nejedly-Hart State, Urban and Coastal Park Bond Act of 1976 and authorized the issuance of bonds in the amount of $280 million to provide funds to acquire, develop, and restore real property for state and local park, beach, recreational and historical purposes; and WHEREAS, approximately $6.9 million of these funds will be available for use by Orange County and its cities and districts for the acquisi- tion and development of high priority projects; and WHEREAS, Section 5096.127 of the Public Resources Code requires that each County of the State submit-a priority plan of expenditures to the State Department of Parks and Recreation prior to June 30, 1978; and WHEREAS, the plan must be approvedJby at least 50 percent of the cities and districts within the County representing at least 50 percent of the population of the cities and districts, and by the County Board of Supervisors; and WHEREAS, similar provisions were required for State Beach, Park, Historical and Recreational Facilities Bond Act of 1974 and after numerous meetings more than 50 percent of the jurisdictions and representing more than 50 percent of the population agreed that the expenditure plan should provide approximately 29 percent of the available funds to Orange County in recognition of its regional park responsibility as well as its local park responsibility and the remaining 71 per- cent to be made available to cities and districts on an equal per capita basis except that no jurisdiction would receive less than $19,000; and ,WHEREAS, the Orange County Division, League of California Cities, Ad Hoc Task Force for Prop. #2 met January 14, 1977 and adopted the attached priority plan for expenditures by unanimous vote; NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Seal Beach hereby approves the priority plan for expenditures for Orange County as identified above. Said plan is attached hereto and made a part hereof.
