ORDINANCE NUMBER 862
AN ORDINANCE OF THE CITY OF SEAL BEACH, CALIFORNIA, A CHARTER
CITY, REAPPORTIONING THE COUNCILMANIC DISTRICTS OF THE CITY
OF SEAL BEACH AND AMENDING SECTION 2-70 OF THE CODE OF THE
CITY OF SEAL BEACH.
THE CITY COUNCIL OF THE CITY OF SEAL BEACH, CALIFORNIA, DOES ORDAIN
AS FOLLOWS:

Section 1. Section 2-70 of the Code of the City of Seal Beach is
hereby amended to read as follows:
The five political subdivisions or districts of the city are
hereby respectively designated and established as follows:
COUNCILMANIC DISTRICT NO. 1
In the City of Seal Beach, County of Orange, State of California
described as follows:
Beginning at point of intersection of the Los Angeles/Orange County
boundary line with the Southwesterly line of a parcel recorded as Parcel
Map 32-16; thence Southeasterly along said parcel line to a point of
intersection with the Northwesterly boundary line of Rancho Los Alamitos;
thence Southwesterly along said Rancho line to a point of intersection with
the center line of Marina Drive; thence Southeasterly and Easterly alon9
said center line to a point of intersection with the center line of the
Pacific Electric right-of-way; thence Southeasterly along the center line
of said right-of-way to a point of intersection with the center line of
Eighth Street; thence Northerly along said center line to a point of
intersection with the center line of Pacific Coast Highway (State
Highway Route 1); thence Southeasterly along the center line of Pacific
Coast Highway to a point of intersection with the City of Seal Beach
boundary; then Southeasterly along said boundary line to the Northwesterly
corner of Annexation 67-1; thence Easterly, Southerly, Southeasterly,
Southwesterly, Northwesterly, Southwesterly, Southeasterly, Northwesterly,
Southeasterly, Easterly, Southwesterly, Northwesterly along the boundary
line of Annexation 67-1 to the Sothwesterly corner of said annexation;
thence 3 miles Southwesterly along the boundary line of the City of Seal
Beach; thence Northwesterly along said existing boundary line of the City
of Seal Beach, said boundary line being parallel with and 3 miles South-
westerly from the Mean High Tide Line of the Pacific Ocean, to the point
of intersection with the prolongation of the boundary line common to Los
Angeles County and Orange County, which is the City boundary of Seal Beach;
thence Northeasterly along said boundary line to the tr.ue point of
beginning.
Further described as including but not limited to Bay City Tract,
Bay View Tract, Block 208 of Stanton and Lothian's First Addition,
Stanton and Lothian's Second Addition, Tracts 1, 2, 10, 698, 1009 and
1084, and those'area~. known'as Surfsid~-Colo9Y and Seal Beach Trailer Park.

In the City of Seal Beach, County of Orange, State of California
described as follows:
Beginning at a point of intersection of the Easterly right-of-way
of the Bolsa Chica Flood Control Channel and the Northerly right-of-way
of the San Diego/Garden Grove Freeway; then Southerly along the City
of Seal Beach Boundary being a common boundary with the City of
Westminster to the center line of Westminster Avenue; thence westerly
along said center line to a point of intersection with the center line
of Seal Beach Boulevard; thence Northerly along said center line to a
point of intersection of the prolongation of the Southeasterly boundary

Garden Grove Boulevard, also being the Southerly right-of~way line of
State Route 200; thence Westerly along said line to a point of
intersection with the Los Angeles/Orange County boundary; thence
Northwesterly and Northeasterly along said County line, being a common
line with the boundary line of the City of Seal Beach; then leaving
said common boundary and following the Northerly line of Annexation
64-1 generally Easterly, Southerly, Easterly, Northeasterly and
Northerly to the intersection with the Southerly boundary of Annexation
No. 66-1; thence Westerly, Northerly, Easterly, Northerly, Easterly
and Southerly along the boundary of said annexation to a point of
intersection with the Northerly boundary of Annexation 64-1, also
being the common boundary with the City of Los Alamitos; thence
Easterly, Southerly and Easterly along said Northerly boundary of
Annexation 64-1 to a point of intersection with the Northerly
right-of-way line of Lampson Avenue; thence Southwesterly along said
line to a point of intersection with the projection of the cente~ line,
of Candleberry Avenue; thence Southeasterly to a point of intersection'
with the center line of Aster Avenue; thence Southwesterly along said
center line to a point of intersection with the center line of Birchwood
Avenue; thence Southeasterly along said center line to a point of '
intersection with a projection of the Easterly lot line of Lot 50,
Tract 6176; thence Southerly and Westerly along the boundary line of
said Lot 50 to the Northwesterly corner of Lot 89, Tract 6176; thence
Southerly along the Westerly line of Lots 89, 90, 91, 92 and 93 of
Tract 6176 and its projection to an intersection with the Northerly
right-of-way line of the San Diego/Garden Grove Freeway; thence
Easterly along said right-of-way line of San Die9o/Garden Grove Freeway
to the true point of beginning.
Further described as including but not limited to Tracts 5723, 5847,
5848 and 5934, generally referred to as College Park West; the westerly
portion of College Park East as follows: Lots 47 through 50 and Lots
94 through 105 of Tract 6176, and Lots 1 through 86 andl ots 101 through
140 of Tract 6177; and portions of Leisure World as follows: Mutuals

Beginning at a point of intersection of the Easterly city boundary
and the center line of Westminster Avenue; thence Southerly along said
boundary, being a common boundary with the City of Westmins'ter and the
City of Huntington Beach, to the Northerly' right-of-way line of Edinger
Avenue, also being the City of Seal Beach boundary as described in
Annexation No.7; thence along said boundary line generally Westerly,
Southwesterly, Westerly, Northwesterly, Northerly, Westerly, Northerly,

easterly (said reach being also the Rancho line common to Rancho Los

West, also being the boundary line of the City of Seal Beach; thence Easterly,
Southeasterly, Northerly, Easterly, Southerly, Southeasterly and Southerly
along said city boundary line to a point of intersection with the center line
of Pacific Coast Highway (State Highway Route 1); thence Northeasterly along
said center line to a point of intersection with the center line of Ei9hth
Street; thence Southwesterly along the center line of Eighth Street to the
center line of the Pacific Electric right-of-way; thence Northeasterly along

of the Bolsa Chica Flood Control Channel with the Northerly right-of-way line
of the San Diego/Garden Grove Freeway; thence Westerly along the Northerly

Section 2. All ordinances or parts of ordinances of the City of
Seal Beach in conflict herewith are hereby repealed.
Section 3. Severability. If any section, subsection, sentence,
clause, phrase, or portion,of this ordinance, or the application
thereof to any person, firm, corporation or circumstance, is for
any reason held to be invalid or unconstitutional by the decision
of any court of competent jurisdiction, such decision shall not
affect the validity of the remaining portions of this ordinance.
The Council of the City of Seal Beach hereby declares that it
would have adopted this ordinance and each section, sub-section,
sentence, clause, phrase, or portion thereof, irrespective of
the fact that anyone or more section, sub-sections, sentence,
clause, phrase, or portion be declared invalid or unconstitutional.
Section 4. The City Clerk shall certify to the passage and
adoption of this ordinance and shall cause the same to be posted
as required by law.
