ORDINANCE NUMBER ~
AN EMERGENCY ORDINANCE OF THE CITY OF SEAL BEACH,
CALIFORNIA, AMENDING CHAPTER 15, SECTION 15-7,
OF THE CODE OF THE CITY OF SEAL BEACH, CALIFORNIA,
PROHIBITING DRESSING IN AUTOMOBILES, PUBLIC
TOILETS, ET CETRA.
The city Council of the City of Seal Beach, California,
a charter city, does ordain as follows:
Section 1. Section 15-7 of the Code of the city of Seal Beach,
California, is hereby amended as follows:
Section 15-7. Dressinq in automobiles, public
toilets, et cetra.
Every person who in, or upon any public street,
alley, or other public place, at and within
the city, or on any privately owned and maintained
road, at or within the city, to which road the
provisions of the Vehicle Code of the State of
California have been made applicable by ordinance
enacted by the city, or in any public toilet,
removes or puts on any clothing in any automobile,
automobile truck, or other vehicle whether the
same is enclosed or unenclosed, is guilty of a
misdemeanor.
Section 2. The City Council hereby declares that this is an
emergency ordinance effective forthwith and the facts constitut-
ing the emergency consist of the following:
At the present time people are dressing or
undressing in automobiles on such privately
owned and maintained roads within the view
of the public, which acts affect the public
health, safety, and morals.
Section 3. Severability. If any section, subsection, sentence,
clause, phrase, or portion of the ordinance, or the application
thereof to any person, firm, corporation, or circumstance, is for
any reason held to be invalid or unconstitutional by the decision
of any court or competent jurisdiction, such decision shall not
affect the validity of the remaining portions of this Ordinance.
The Council of the city of Seal Beach hereby declares that it
would have adopted this Ordinance and each section, subsection,
sentence, clause, phrase, or portion thereof, irrespective of
the fact that anyone or more section, subsection, sentence,
clause, phrase, or portion be declared invalid or unconstitutional.

Section 4. The City Clerk shall certify to the passage and
adoption of this ordinance and shall cause the same to be
posted according to law.
