THE CITY COUNCIL OF THE CITY OF SEAL BEACH DOES ORDAIN AS FOLLOWS: Section 1. Article l5C-S-MP Military Public Use Zone is hereby added to Ordinance No. 628 (Zoning) and as added shall read as follows: Section l500C Intent: The Military Public Use Zone is intended to provide land for varied public and governmental uses. It is further intended that the use of such land will be low intensity with broad belts of landscaping. Section l50lC Uses Permitted I 1. U.S. Government Military uses. (including military housing) 2. Non-profit educational facilities 3. Parks, playgrounds 4. Public marinas 5. Public launching facilities 6. Public athletic field 7. City beauty spots 8. Public campgrounds, picnic areas, trails with overnight camping facilities, but not including structures for permanent human occupancy other than a caretaker's residence 9. Fishing and casting ponds 10. Public beaches 11. Civic theatres 12. Water sports arenas 13. Facilities ~or public agencies Section l502C Uses Sub1ect to Approval Of A Use Permit 1. Heliport 2. Oil Wells Section l503C Prohibited Uses 1. Residential uses 2. Commercial uses 3. Industrial uses Section l504C Development Standards 1. Lot Area: The minimum lot area shall be one (1) acre. 2. Lot Width: The minimum lot width shall be one hundred (100) feet. 3. Yards: (a) Front: (b) Side: (c) Rear: The front yard setback shall be twenty-five (25) The side yard setback shall be twenty (20) feet. The rear yard setback shall be twenty (20) feet. feet. I 4. Access: In order to reduce conflict points of individual drive- way intersecting arterial highways, all vehicular access shall be from frontage roads, collector or local streets. t. (b) Area: The maximum area of all signs shall not exceed one hundred (100) square feet. (c) Height: The maximum height shall not exceed ten (10) feet. 6. Maximum Buildinll HeiRht: The maximum height of buildings shall not exceed thirty-five (35) feet. 7. Parkina Requirements: (a) Number of Parking Spaces: The number of parking stalls shall be determined by the Planning Commission under the plan review procedure. (b) Landscaping: A minimum of fifteen (15) percent of the parking area shall be landscaped. Section 2. The City Clerk shall certify to the passage of this ordinance by the City Council of the City of Seal Beach and shall cause the same to be posted according to law and it shall take effect thirty (30) days after its final passage and adoption. J\&\ciI RECOMHENDING TO TUE CITY COUNCIL OF TIlE CITY OF SEAL BEACH THE AMEND}~NT OF ORDINANCE NO. 628 (ZONING) WIt~ THE ADDITION OF AKTICLE 15C-S-MP MILITARY PUBLIC USE ZONE. WHEREAS, in,the matter of amending Ordinance No. 628 to add Section l5C-S-MP Military Public Use Zone, the Planning Commission of the City of Seal Beach does report as follows: 1. Ordinance No. 628 (Zoning) does nnt contain provisions for various public, educational, cultural, recrealional or military facilities. 2. These uses exist in the City and an appropriate zone is needed to include such facilities. 3. Provisions are needed to retain portions of the City's unzonec land'for' landscaped buffer areas and for the residents' growing recreational and cultural requirements. WHEREAS, the Planning Commission findings are as follows: 1. A large area of 'the City is presently unzoned. 2. Such unzon~d land is used for military and recreational uses. . 3. Inclusion of the S-MP Military Public Use Zone will tlot adversely affect the General Plan. NOW, THEREFORE, BE IT RESOLVED that the Planning Commission of the City of Seal ~each docs hereby recommend to the City Council of the City of Seal Beach the amendment of Ordinance No. 628 (Zoning), with the addition of Article 15C~S-MP Military Public Use Zone.
