KNAPP AT 7:30 P.M., AND THE PLEDGE TO THE
FLAG I~AS LED BY COMMISSIONER COOK.

The Minutes of January 19, 1977 vlere approved as presented.
1, Public Hearings
A.
Foodmaker, Inc. (Jack-in-the-Box), V-2-77

Applicant is requesting a Variance to permit the elimination
of one on-site parking space and construction of an outside
covered patio for eating with 12 fixed seats in conjunction
with a drive-in-restaurant in the C-2 zone. Also requested
~!as a determination by the Planning Commission on ~/hether
outside seating should be counted in determining parking re-
quirements for drive-in-restaurants. Public Hearing Opened.
The Planning Commission discussed the val'ious definitio~s of
restaurants. The Planning Commission detel11lined that outside
eating areas for drive-;n-restaurants should be considered
on a individual basis in determining whether to req~ire
additional parking. In this case the Planning Commission ~as
of the opinion that additional parking need not be provided.
William A, Pope, 4833 Fruitland Avenue, Vernon, stated that
they are considering making the outside eating area smaller
than the proposed 455 square feet. The Planning. Commission
discussed tl<le"c{)ncept of providing a'custOlTIer protection burrier
adjacent to the portion of the patio fronting on Pacific Coast
Highway. Public Hearing Closed, Cook moved to approve V-2-77
subject to the installation of a customer safety barrier to the
satisfaction of Staff, seconded by ~1adsen and unamiously approved
by memhers present. 'Res. 1046.

There were no oral communciations.
3. Written Communications
The only,\'!ritten comnunication ~/as from Commissioner Cook on
the Planning Co~issioner's Conference which he will discuss
under report from Secretury.

_. 4. New Business
A. Radio Shack, PR-1-77
Applicant is requesting approval for a 21 square foot sign
to be added to an existing identification sign structure in
the Seal Beach Center. The Planning Commission was of the
opinion that the existing sign structure was nonconforming
and additional signing should not be added to it. In addition
the Planning Co~ission was concerened about permitting one
tenant out of 26 to gain additional ,signing. Obbie Earlinmyer
of Williams Sign Company, 111 So. Huntington, Pomona spoke in
favor of approving the sign. Cook moved to deny PR-1-77,
seconded by Knapp and unamiously approved by members present,
Res. 1047.
5. Report from Secretary
A. Sign Ordinance received 2nd reading by City Council and will
be effective on March 16, 1977.
B. Lawsuit - Solomon vs. City of Seal Beach was decided in the
City's favor.

C. Various zoning amendments will be given to Planning Co~ission
on March 2, 1977.
D. Secretary reported on new Coastal Commission policies.
E. Commissioner Cook reported on the Planning Commissioner's
Institute Meeting.
