THE PLANNING COMMISSION OF THE CITY OF SEAL
BEACH MET IN REGULAR SESSION ON WEDNESDAY,
MARCH 16, 1977, IN THE COUNCIL CHAMBERS OF
THE CITY ADMINISTRATION BUILDING. THE MEET-
ING WAS CALLED TO ORDER BY CHAIRt1AN KNAPP AT
7:30 P.M. AND THE PLEDGE TO THE FLAG WAS LED
BY COMMISSIO:IER COOK.

The minutes of March 2, 1977 were approved as presented.
1. Public Hearings
A.
Mike Mundy, V-3-77 (continued)

Applicant is requesting a Variance to permit the conversion of
of a nonconforming triplex to a duplex and the addition of two
bedrooms, one bathroom and enlargement of a living room in one
unit on property located at 1423 Ocean Avenue. The matter was
continued from March 2, 1977 in order to give the applicant an
opportunity to explore the possibility of providing one additional
parking space. Public Hearing Opened. Mike Mundy, 1423 Ocean
Avenue, stated that he was able to provide one additional park-
ing space in tandem as requested by the Planning Commission on
March 2, 1977. No one else spoke. Public Hearing Closed. Cook
moved to approve V-3-77 subject to not installing a garage door
between the spaces in tandem, seconded by Ripperdan and unamiously
approved. Res. 1050.
Ronald Smith, V-4-77

Applicant is requesting a Variance to permit an enclosed structure
for pool equipment on the Surfside Colony leased land and to permit
mechanical pool equipment closer than ten feet from a neighboring
residence in the R-1 Zone of Surfside at A-67. Secretary noted
that the structure also encroaches into the required 3' side yard
and so the matter should be advertised for the meeting of April 6,
1977 so it could be re-advertised.

Fred and Elfreide Mahr, CP-1-77

Applicants are requesting a Conditional Use Permit for on-sale beer
and wine in conjunction with a deli in the C-2 Zone at 321-D Seal
Beach Boulevard. Public Hearing Opened. Fred Mahr, 221 North
Dianthus Street, Manhattan Beach stated that he would answer any
questions. No one else spoke. Public Hearing Closed. Lanning
moved to approve CP-1-77 subject to Staff conditions, seconded by
Madsen and unamiously approved. Res. 1051.

D. Amendments to Zoning Ordinance
Secretary gave a Staff Report on the amendments and noted the
new requirement for Planning Co~ission action on the Negative
Declaration. Public Hearing Opened. The Planning Commission
discussed various proposed amendments and opposed parking re-
duction for residences and reduction of unit sizes, Commissioner
Cook requested a copy of the initial study prepared in conjunction
with the Negative Declaration. No one else spoke. Public Hearing
Closed. Matter was continued until April 6, 1977.

All written communications were in conjunction with specific Agenda
items.

A.
Steve Costantino and Henry Grumet
Applicants are requesting approval for a low fence in the public
right-of-way for properties at 801 and 805 Ocean Avenue. The
proposal is for the use of 4' of public right-of-way on Ocean
Avenue and 2' of public right-of-way on 8th Street for landscaping
and the installation of a low wall adjacent to the sidewalk. The
applicants indicated that landscaping is difficult to maintain in
the planter areas due to blowing sand from the beach via the 8th
Street parking lot. The low wall would discourage pedestrians from
looking into the windows and trampling the landscaping. The Plan-
ning Commission discussed previous recommendations to City Council
regarding the placement of fences and the wording of the Covenants
between the property owners and the City regarding improvements and
liability insurance. Knapp and Cook were opposed to fences in the
public right-of-way in light of the Planning Commission's previous
determinations. Hal Halldin, City Engineer noted that no approvals
of the type of landscaping or type of wall at 809 Ocean had ever
been given, Ripperdan moved to approve the request subject to:
1. Determination by the City Attorney that a low fence is consistent
with the improvements in the public right-of-way.
2. Determination by the City Attorney that the insurance in the
Covenant is adequate to protect the City from liability.
3. Recordation of a Covenant for the improvements in the 8th Street
ri ght-of-way.
4. Landscaping plans to the satisfaction of Staff.
Seconded by Madsen. Cook moved to table the motion, seconded by
Knapp. Motion to table failed by the following vote:

Re uest for Determination of Section 28-2317(3)
Antenna Hei 9 ts
An applicant wishes to install a 50' high "Ham" radio antenna
in the rear yard of his residence. He is requesting a deter-
mination as to where the antenna can be mounted, on the roof
or as a free standing antenna. The Planning Commission dis-
cussed the various options and determined that antenna may be
ground mounted but may not exceed the' existing roof height of
residence by more than 20 feet. Any request for antenna higher
than 20 feet above the roof height should be considered through
individual Variance application. Cook moved to allow ground
mounted antenna, seconded by Knapp and unamiously approved.

C.
Plannin Commission Stud Session on Planned Unit Develo ment
of the City Yard Su ivision.
This study session is being held in compliance with Section 28-1105
of the Zoning Ordinance which requires a study session prior to
formal submission of a Planned Unit Development application. The
City is proposing to subdivide the existing 3!; acre City Corpor-
ation Yard site into 35 lots of 3000 square feet in size. The
proposal is to construct individual single family residences
similar to'those in Bridgeport on the lots. Norm Wilkinson of
the City Engineer's Office presented an overview of the proposed
plans and answered questions. At the conclusion of the presentation,
Commission Cook asked Staff to look into the requirement for pro-
viding low or moderate income housing in the Subdivision.
5. Report from Secretary
A. Secretary stated that Staff would be making a presentation before
the Coastal Commission on March 21, 1977 on the Guidelines that
apply to Seal Beach.
B. Secretary wished the Planning Commission a happy St. Patrick's
Day.
6. The meeting was adjourned at 11:08 P.M.
