HomeMy WebLinkAboutPC Min 1977-08-17 Minutes of the planning Commission Meeting of August 17,1977 ,e THE PLANNING COMMISSION OF THE CITY OF SEAL BEACH MET IN REGULAR SESSION ON WEDNESDAY, AUGUST 17, 1977 IN THE COUNCIL CHAMBERS OF THE CITY ADMINISTRATION BUILD- ING. THE MEETING WAS CALLED TO ORDER BY CHAIRMAN KNAPP AT 7:30 P.M. AND THE PLEDGE TO THE FLAG WAS LED BY VICE CHAIRMAN COOK. Present: Knapp, Excused Absence: Vacancy: One The minutes of August 3, 1977 were approved as presented, Ripperdan, Cook Lanning Secretary distributed a questionnaire to members of the audience on various projects which might be considered for inclusion in this year's Housing and Community Development Act grant applications. It was requested that the members of the audience fill out the questionnaire and return it to Staff. 1. Public Hearings A. Arthur and Elizabeth Kraft, V-13-77 (continued). B. Applicant is 'requesting a Variance to permit the conversion of a side entry garage to living quarters with le~s than required front yard setback to living quarters and construction of a new two-car garage with substandard interior dimensions, The matter was continued from August 3, 1977 in order for Staff to advertise the Variance for substandard garage dimensions. Public Hearing Opened. Arthur Kraft, 412 Emerald Place summarized the information which was presented at the August 3rd meeting regarding the Variances; . He noted the location of the property on a bulb of a cul-de-sac street and the irregular shape of the lot. Mr. Kraft requested approval of the Variance based on--the plans as presented, No one else spoke, Public Hearing Closed. . Cook moved to approve V-13-77 as presented with the findings in the Staff Report, seconded by Knapp and unamiously approved by members present, Res. 1073. Anna M. Roh and Juanita Hare, V-14-77. Applicant is requesting a Variance to permit the construction of a commercial office building in the C-2 zone at 1250 Pacific Coast Highway with less than required rear yard setback off an alley and with no loading zone. Public Hearing Opened. Mr. Truskier, of Tom and Truskier Architects, 16897 Algonquin Street, Huntington Harbour Mall, Huntington Beach, represented the applicants. Mr. Truskier stated that the building was designed to the Coastal Commission's more restrictive parking standards and parking stall sizes. The Commission discussed the differences in the City and Coastal Commission's standards. The Planning Commission discussed the proposed setbacks of the alley, the location of the proposed trash enclosure and the Zoning Code provisions for the setback of . . ;. . C. commercial buildings on blocks containing residential properties. Commissioner Cook expressed concern about ingress and egress to the subject alley for fire vehicles. The Commission requested the applicant to consider revising the plans to hold a 9' first floor setback and 4\' second floor setback at the alley and relocate the trash enclosure. By consensus the matter was held over until September 7, 1977 at 7:30 p.m. Public Hearing on Fourth Year Participation in the Housing and Community Development Act Program. Secretary presented a Staff Report outlining the time table for action and hearings related to this year's Housing and Community Development Act Grant Applications, Public Hearing Opened. 'Gilbert Nelson, Chairman of the Environmental Quality Control Board, gave a presentation on various items related to historic preservation programs that the City may wish to participate in and which might be funded in part by H.C.D.A. monies, The Planning Commission discussed the concept of historic preservation for Seal Beach and by consensus agreed that an Historic Landmark Inventory-Survey and Report had merit, Knapp stated his general support for the concept of historic preservation but did not endorse the LQ,C,B. 's proposal to be designated as the Board to undertake the work, He noted that there were many residents in the City who had resided here for many years and were very familiar with Seal Beach's history. He felt that they should undertake the job of doing a historic inventory, The PlannIng Commission discussed the concept of Code enforcement and other possible projects in- cluding use of H.C.D.A. funds for rehabilitation of structures in the Seal Beach Trailer Park. Commissioner Cook suggested that Item #7 be divided into three separate 'items for better consideration of audience response, Chairman Knapp requested that copies of the H.C.D.A. Questionnaire be distributed to the members of the audience at the City Council meeting of August 22nd. Public Hearing Closed. 2, Oral Communications " There were no oral communciations. 3. Written Communications A. Let~er from Ray Stout on Liquor Licenses The Planning Commission discussed the letter which objects to. the issuance of liquor licenses and directed Staff to write Mr. Stout apprising him of the City's Zoning regulations regarding 'en "sale and off sale licenses.' ' 4, New Business . There was no new business. 5. Report from Secretary . . . A. Report on Code Enforcement Secretary noted that the City Council would be provided with a report on August 22nd regarding various Code enforcement options for their discussion. B. COlll11issioner Cook's Leave of Absence Commissioner Cook reminded the Planning Commission that he would be absent from the September 7, September 21, and Dctober 5, 1977 meetings in conjunction with his sabbatical leave of absence, The meeting was adjourned at 9:20 p.m. ~k0 Recording Secretary .... .
