THE PLANNING COMMISSION OF THE CITY OF SEAL BEACH MET IN REGULAR SESSION ON WEDNESDAY, SEPTEMBER 7, 1977 IN THE COUNCIL CHAMBERS DF THE CITY ADMINISTRATION BUILDING. THE MEETING WAS CALLED TO ORDER BY CHAIRMAN KNAPP AT 7;30 P.M. AND THE" PLEDGE TO THE FLAG WAS LED BY COMMISSIONER RIPPERDAN. Present: Lanning, Knapp, Ripperdan, Covington Excused Absence: Cook Chairman Knapp welcomed Commissioner Jay Covington to the Planning Commi ssi 00 ' The minutes of Aug~st 1~. 1977 were approved as presented, 1. Public Hearings, I:'. . A. Anna M, Roh and Juanita Hare, V-14~77 (continued) Applciant is requesting a Variance to permit the construction , of a commercial office building in the C-2 ,zone at 1250 Pacific Coast Highway with less t~n required rear yard setback and no loading zone, The matter was continued from August 17, 1977 in order to provide the applicant an opportunity tQ submi~ revised plans showing a 9' ground floor rear yard setbiic,k and a ~. second floor setback. Public Hearing Opened. Mr. Truskier of Tom and Truskier AlA, in Huntington Beach, stated that the plans has been modified in accordance with the Planning Commission's request and that the applicant agrees to comply with..theproposed Staff conditions. No one else spoke. Public Hearing Closed. Lanning moved to approve V-14-77 with Staff conditions, seconded by Ripperdan and unamiously approved by members present. Res. 1074. B, William and Beatrice Roth, V-1S-77 . Applicant is requesting a Variance to permit a room addition to an exi~ting nonconforming duples in the R-3 zone at 124 4th Street. Public Hearing Opened, Willian Roth, 124 4th Street, stated that they wish to make use of the existing roof deck area by enclosing it to cut the wind to the area, He noted that the existing front curb cut will accommodate three (3) open parking spaces which provides a total of six (6) onsite parking spaces for the duplex. The Planning Commission discussed the proposal, Public Hearing Closed, Ripperdan moved to approve V-15-77 with the Staff findings, seconded by Lanning and unamiously approved by members present. Res. 1075. C. Tatsumi and Lily Masuno, V-16-77 Applicant is requesting a Variance to permit an addition to an existing single family residence with a stairway encroachment of one foot into a required garage at 4541 Candleberry, Public Hearing Opened. John Foster, Pacific Western Builders s~ated that he had nothing to add to the Staff Report but would answer any questions, John Foster clarified the width of the stail'"tlay as proposed to be 30"rather than 36". Public Hearing Closed, Jay Covington provided some information on the garage design in this model house with it's built in washer/dryer area. Lanning moved to approve V-16-77, seconded by Covington and unamiously approved by members present. Res, 1076. 2. Oral Communications . There were no oral communications 3, Written Communications . 'All written communications were in conjunction wi.th specific Agenda items. Chairman Knapp noted that he had received a number of meeting and course anouncements which the other Planning Comr,lission members may wish to review. 4, New Business . A, Forest R. Churchill, A~3-77 City Council referral of Appeal, A-3-77 filed by Forest R. Churchill on Planning Commission denial of Variance, V-12-77 for a room addition which exceeds the maximum permitted lot coverage, at 4817 Dogwood, ,City Council considered the Appeal on August 22, 1977 and referred the matter back to the Planning ,Commission with findings related to the number of residences in the area which exceed the maximum permitted lot coverage and the negative effect of a second story addition on the neighborhood, The Planning Commission discussed the Appeal and a majority of the Commission indicated opposition to proposals for excess lot coverage, Covington asked if medical factors would constitute hardship. Secretary noted that the Zoning Ordinance defines hardship in terms 'of physical factors related to the property. Covington moved to recommend to City Council that Appeal, A-3-77 be approved. Motion died for lack of second. Mr. Nettleton, Blue Ribbon Builders, spoke regarding the proposal and requested that the Planning Commission approve the Appeal. Knapp moved to reaffirm the Planning Commission's previous action in Resolution 1070 and report back to City Council recommend- ing that Appeal, A-3-77 be denied based on the fact that no new information was provided to the Planning Commission, seconded by Lanning and approved by the following vote: Ayes: Lanning, Knapp, Ripperdan Noes: Covington Absent: Cook Res. 1077 . . . Covington asked if the Planning Commission should request that the City Council study the lot coverage situation in College Park East. The Planning Commission, by consensus, noted that the matter has already been studied and it would be up to City Council to suggest any changes to the maximum permitted lot coverage. 5. Report from Secretary A. Report on Code Enforcement The Planning Commission received a copy of the Code Enforcement Options Report that will be considered by City Council on September ,12, 1977. B, Report on HCDA'Questibnnaire The results of the responses to the HCDA Questionnaire were discussed, A letter from the Senior Citizen's League was discussed and Staff was directed to respond to the letter. C. Amendments to the Zoning Ordinance Amendments to the Zoning Ordinance were distributed for inclusion in the Planning Commission's Ordinance, D. Review of Plans'forSeal Beach 'Trailer Park The Planning Commission reviewed plans for the proposed redevelop-, ment of the Seal Beach Trailer Park, By consensus the Planning Commission requested a study session on September 14, 1977, The meeting was adjourned at 9:00 P.M, until Wednesday, September 14, 1977 at 7:30 p.m. for a 'study session on the proposed redevelopment of the Seal Beach Trailer Park, ~.&; /Lrz:J Recor ing Secretary
