Minutes of the Planning Commission Meeting of November 30, 1977
THE PLANNING COMMISSION OF THE CITY OF SEAL
BEACH MET IN REGULAR ADJOURNED SESSION ON
WEDNESDAY, NOVEMBER 30, 1977 IN THE COUNCIL
CHAMBERS OF THE CITY ADMINISTRATION BUILDING.
THE MEETING WAS CALLED TO ORDER BY VICE CHAIR-
MAN COOK AT 7:30 P.M. AND THE PLEDGE TO THE
FLAG WAS LED BY VICE CHAIRMAN COOK,
Present: Ripperdan, Cook, Covington
Excused Absence: Lanning, Knapp
The Minutes of November 16, 1977 were approved as corrected.

Study Session on the Hellman Property
Secretary provided some background information on the property
and introduced Louis Turrini, a planning consultant for the
He 11 man Estate. Lou Turri n i introduced Bi 11 Macki e and Ji m
Thomas who represent the Hellmans. Mr. Turrini said that his
assignment was to inventory the 185 acres of Hellman land in
order to learn as much as possible about the property prior to
suggesting any proposed land uses. In order to inventory the
property a number of specialists were employed in the fields of:
aerial photography, civil engineering, geology, archeology and
biology. In addition, the following jurisdictions were consulted:
Seal Beach, Coastal Commission, Southern California Edison,
Southern California Gas Co., Orange County Environmental' Manage-
ment Agency, Seal Beach School District, Huntington Beach and
Los Angeles County Flood Control District.
The purpose of the meeting is to provide the Planning Commission and
interested persons with the information that, has been gathered on
the property, receive the Planning Commission's suggestions and
comments and receive public input. Lou Turrini showed 17 slides
of various maps depicting: location, existing urban patterns,
significant adjoining facilities, street patterns, sewer and water
systems, electric and gas systems, geology and soils, schematic
land forms, archeology and paleontology, biotic resources, easements,
oil production, Redevelopment Agency boundaries, constraint ,map,
Redevelopment Agency Use Map, Redevelopment, Agency plus oil production
and Redevelopment Agency plus oil plus other adjoining areas.
At the con lusion of the formal presentation the Planning Co~ission
asked for audience questions or comments: Neil Pinney suggested
that the site can serve to pull the various portions of the city
together by a good development; Barbara Roundtree asked if the
property was within the Coastal Commission jurisdiction. Secretary
noted that it was within the boundaries; Gordon Shanks asked if any
consideration had been given to the extension of Studebaker Road from
Long Beach into Seal Beach to improve circulation. Secretary noted
that this concept was explored in the past and found not economically

feasible; Gordon Shanks expressed support for an R-1 development
on the 79 acres behind the hill; Jim Shoemaker asked about permitted
land uses, possible mixed uses including industrial and/or co~ercial
uses; Joan Stegman suggested a golf course on the site; Deloris
Ikling supported the. concept of an 18-hole golf course; Barbara
Wright asked about time for city approvals, Secretary noted that
approvals could take from one to two years to obtain; Mrs. Brown
asked about the ownership of Gum Grove Park. Secretary stated that
Gum Grove Park is owned by Hellman but leased to the City on a
yearly basis; Christine Agar asked about the size of Gum Grove
Park. Secretary noted that it is 10 acres in area; Jim Seitz
asked what Hellman's overall intent was, ,Secretary said that it
is to prepare an overall long range plan for all their land;
Ed Thompson asked for clarification on the fault; Lou Turrini
pointed out the location and spoke of the State requirements in
the Alquist~Priolo Geologic Special Studies Act; Covington asked
how much land was not developable due to various constraints; Lou
Turrini - there are no constraints except a 50 foot setback from the
fault at this time; Neil Pinney suggested a land use mix of golf
,course and residential; Jim Shoemaker suggests a mix of industrial
and oil uses; A member of the audience suggested a multi use
recreational complex; It was suggested that a citizen committee be
formed to study the land; Covington and Cook noted that the Planning
Commission welcomes citizen input and that citizens have the right
to formulate committees for any purpose; There was some discussion
on Orange County's plans for a regional park in western Orange County;
Covington complemented Lou Turrini on his presentation and expressed
interest in obtaining copies of the maps; Cook expressed interest
in R-1 development plus open space with either a golf course or
multi recreation; Ripperdan expressed interest in multiple land uses
including golf course'and industry and higher density near the
commercial land; Covington ,expressed interest in R-1 plus commercial
and industrial, He suggests high value homes in a gold coast.
Secretary announced that the next meeting on the Hellman property
would be December 21, 1977.
