JHE PLANNING, COMMISSION OF THE CITY OF SEAL
BEACH 14ET IN REGULAR SESSION ON WEDNESDAY,
DECEMBER 21, 1977, IN THE COUNCIL CHAMBERS OF THE
CITY ADMINISTRATION BUILDING. THE MEETING IoIAS CALLED
TO ORDER BY, CHAIRMAN KNAPP AT 7: 30 P. r~. AND THE
PLEDGE TO T~E FLAG HAS LED BY VICE CHAIRt4AN COOK.

The minutes of December 7, 1977, were approved as presented.
1. PUBLIC HEARINGS
,Chairman Knapp announceQ that. items A and B would be considered a concurrent
Public Hearing since both items relate to the same piece of property.
A & B JAMES R. WATSON, V-19-77 and CP-20-77
Applicant is requesting a variance to permit a reduction in the si?e
of loading zone~.'and a Conditional Use Permit for a second fast-food
restaurant on the Edison triangle. Secretary ,noted that,the request for
a 55 ft. high clock tOl-ler has been withdrawn. Secretary noted that
the Long John Silvers fast-food restaurant in another City had o~,-sale
beer and wine and any such proposal in Seal Beach would require a CUP
by the Planning Commission. One (1) written communication was received
from a number of residents in Bridgeport. Public Hearing Opened. James
Watson, 101 Main Street, Suite A., Seal Beach, California spoke in
favor of the applications and noted that, if the Planning Commission
approved theseconc fast-food, he would agree :tol imit the tena:'it to
Long John Silver's unless some other tenant was specifically approved
by the Planning Commission with regard to a desire by residents of
Bridgeport to have a driveway on 5th Street relocated to Marina Drive.
He felt the relocation to be in the best interests of everyone. Carl,
Irwin, 3631 Atlantic, Long Beach, passed out a site plan and elevation
to the audience and explained the modifications on Pacific Coast'
Highway and discussed the possible relocation of the driveway TIn 5th
Street to Marina Drive. Public Hearings closed. ' ,
Cook moved to approve V-19-77, seconded by Lanning and unanimously
approved. RES. 1117
Lanning moved to approve CP-20-77 subject to the three (3) staff
conditions and to the approval being for Long John Silver's restaurant
only and any other drive-in restaurant must be received, reviewed and
approved by the Planning Commission, - if it is not Long John Silver's.
Seconded by Ripperdan, and unanimously approved. RES. 1118
Chairman Knapp, with the concurrance of the Planning Commission, directed
staff to advertise a Public Hearing for January 4, 1978, to consider
modification of a condition imposed in RES. 1111 for a driveway location
on 5th Street.

C. Richard and Maureen Rinella, V-20-77
Applicant is requesting a variance to permit a room addition in the
R-1 zone at 124 Stanford Lane, Seal Beach, which does not comply with
the required front yard set-back. Public Hearing Opened. Richard
Rinella, 124 Stanford, Seal Beach, spoke in favor of the application and
explained the various alternative locations they had considered for a
room addition. In response to a question on hardship, he stated that
hardship was based on the location of the neighbors side entry garage.
Maureen Rinella, 124 Stanford Lane, Seal Beach, noted that there might
be one (1) house in the College Park West area that does not meet the
setback requirement. General Discussion followed. Public Hearing
Closed. Cook moved to deny V-20-77, on the basis that no hardship has
been demonstrated. Seconded by Lanning and unanimously approved. RES 1119
D. Louis Bennett, CP-21-77
Applicant is requesting a Conditional Use Permit for a 120 sq. ft.
diningroom enlargement in one unit of an apartment building at 403 Ocean
Avenue, Seal Beach. Public Hearing Opened. Louis Bennett, 403 Ocean
Avenue, Seal Beach, spoke in favor of the application noting that the
enlargement would improve the livability of the unit. Public Hearing
Closed. Ripperdan moved to approve CP-21-77. S~conded by Lanning and
unanimously approved. RES. 1120

Chairman Knapp called a ten (10) minute recess at 9:10 P,M.; meeting reconvened
at 9:20 P.M.
4. New Business
A. Study Session on Hellman Property
Chairman Knapp welcomed the members of the Parks and Recreation Commission
to the study session. Secretary presented an overview of the purpose of
the study session and introduced Lou Turrini, a Planning Consultant for
the Hellman's; Lou Turrini presented a brief overview of the information
presented at the last study session. He stated that the Hellman's had
done some preliminary marketing evaluation of various land uses suggested
by residents at the last meeting. Marketing data shows that the best
uses for the land are the following; ranked in order: single family
detached, townhouses, apartments, commercial and industrial. Mr. Turrini
drew a composite map showing the various constraints on the Hellman
property and reviewed various possible land use patterns based on the
constraints.

Ripperdan and Lanning expressed general concurrance with the reasoning
used by Mr. Turinni in the preparation of the composite map and his
conclusions. Cook asked if Mr. Turinni was aware of the population
increase limits provided for in the Land Use Element.

Mr. Turrini stated that he was aware of the Land Use Element constraints.
Covington asked of there would be a map book available for distribution
to the City Staff, Commission, Council and libraries. Turrini said that
booklets were available and will be distributed to Staff. General
discussion followed on various Land Uses that might be possible on the
property. Cook requested that Staff or the Hellman's provide some cost
benefit analysis on the potential impacts on City and other district
services that would be required to serve that development.
Alene Harding stated that active recreational areas are needed for the a
area. Carl Santo, 801 Avalon, Seal Beach, expressed concern about
traffic circulation and potential visual 'impact on the existing houses
on Marina Hill due to potential building heights of the Hellman land
development. Darlene Chaffe, resident on Crestview, Seal Beach, feels
that active parks are needed. Jean Dorr, 231 6th Street, Seal Beach,
suggests that the Park be extended around to Seal Beach Blvd. Carl
Santo, suggests that Pacific Coast Highway traffic capacity be reviewed
in light of the proposed development. A young man suggested that a High
School be considered. General discussion followed on various residential
development options including a large lot development on ~ acre size lots.
Bob Chaffe, 1732 Crestview, Seal Beach, expressed concern about the
traffic capacity on Pacific Coast Highway and suggested the City look
into buying all of Hellman's property for open space. Gordon Shanks
expressed support for the lowest possible density.
Secretary noted that Mr. Turrini would be evaluating all co~ents and
preparing a number of alternative, Land Use Plans.
