MINUTES OF THE PLANNING COMMISSION MEETING FEBRUARY 1, 1978 THE PLANNING COMMISSION OF THE CITY OF SEAL BEACH MET IN REGULAR SESSION WEDNESDAY, FEBRUARY 1, 1978, IN THE COUNCIL CH&~ERS OF THE CITY ADMINISTRATION BUILDING. T. .i ~~. . . ~~~.",.I>' Present: Lanning, Ripperdan, Cook, Covington Excused Absence: Knapp , The minutes of January 4, 1978, were approved as presented. 1. PUBLIC HEARINGS A. Kenneth Bartlett, V-1-78 . Applicant is requesting a variance to permit the construction of a single car garage in tandem with an existing one car carport in the R-1 zone at 636 Bayside. Public Hearing Opened. Kenneth Bartlett, 636 Bayside, submitted a letter from Jack Peterson, a neighbor, in favor of the variance. Pictures of the property were sho\n1 to the Commission. Mr. Bartlett explained the problems in constructing a two (2) car garage on the rear of the lot. He stated that most of the yard would be devoted to driveway and garage. The Planning Commission discussed the proposal and other previous variances in the area. Public Hearing Closed. Ripperdan moved to approve variance V-1-78, seconded by Cook with the comment that approval is due to hardship related to the lot and garage location. Discussion of Cost Benefit Analysis for Hellman Property Secretary presented a staff report and indieated that Lou Turrini and Jim Thomas representing Hellman would anSlJer questions. The Planning Commission discussed the concepts of a 9-hole and 18 hole Golf Course. The Commission requested further information on Golf Course residential land values. Staff was directed to check with Orange County about the use of the Retarding Basin for a Golf Course. Staff was directed to work 4 (a) con' t ce with Lou Turrini to come up with the best possible development plan for the land. This plan would be on the basis for a cost/benefit analysis of the plan. Bob Chaffe, 1730 Crestview, suggested that a determination be made on land cost for open space so thae residents can determine if they wish to purchase the land. '. . ':;j,\ Gordon Shanks, 215 Surf, expressed confidence in the City's ability to come up with an excellent plan .for the property. Mrs. Chaffe, 1730 Crestview, spoke in support of retaining Gumgrove Park and noted the view problems with the generation plants in Los Angeles County, presenting an ugly appea:ance. Secretary noted,that, with the direction provided, a plan would be prepared and brought back to the Commission for review. ' B. Discussion of Proposed Amendment to the Subdivision Ordinance Secretary reviewed the proposed Amendment. The Planning Commission discussed the proposed changes and concurred with the Amendment. Discussion followed on the provision for partial credit for private recreational amenities. Covington moved to approve and recommend to City Council adoption of the Amendment. Seconded by Lanning and unanimously approved. MINUTE ORDER e 5. Report from Secretary. 1. Secretary announced that the Orange County Division of the League of California Cities will be holding a meeting on February 23, 1978, in Seal Beach at the Old Ranch Country Club and Planning Commission members are invited.
