THE PLANNING COMMISSION OF THE CITY OF SEAL BEACH MET IN
REGULAR SESSION ON WEDNESDAY, APRIL 19, 1978, IN THE COUNCIL
CHAMBERS OF THE CITY ADMINISTRATION BUILDING. THE MEETING
WAS CALLED TO ORDER BY VICE CHARIMAN COOK AT 7:30 P.M. AND
THE PLEDGE TO THE FLAG WAS LED BY VICE CHAIRMAN COOK.
Present: Lanning, Ripperdan, Cook, Covington
Excused Absence: Knapp
The minutes if April 5, 1978, were approved as corrected.
1. PUBLIC HEARINGS
A. Charles Almada, V-5-78
.
Applicant is requesting a Variance to permit construction of a room addition
with less than required rear yard setback at 405 Purdue Circle. Public
Hearing Opened. Charles Almada, 405 Purdue Circle, submitted photo's of
the property to the Planning Commission and explained his request. In response
to questions, Mr. Almada said that he did not discuss the request with his
neighbors and other locations for the addition were impractical. Discussion
followed and various zoning definitions of side yard and rear yard setbacks.
It was determined by the Secretary that the proposal complies with zoning
interpretations of setbacks and rearyard so no Variance is being requested.
No action is needed by the Planning Commission on this project and staff will
attempt to obtain a refund of the filing fee for the applicant.
B. Seal Beach Associates, UUP-1-77 amended
Applicant is requesting modification of the conditions imposed on Unclassified
Use Permit, UUP-1-77, dealing with master metering of water in lieu of
providing individual meters and with removal of four (4) Cottonwood trees and
two (2) Eucalyptus trees in lieu of their retention at the Seal Beach Trailer
Park. Public Hearing Opened. Bill Dawson, 11 Marina Drive, explained the
overall proposal and said he would answer questions. In response to questions,
Mr. Dawson said the trees in question were 50' - 60' in height and might pose
a danger to residents due to shallow root system due to a 3'-4' water table
in the area. He noted that his request is based on the fact that one of the
Eucalyptus trees blew down in the recent storms and that the tree appeared
to be healthy. Covington suggested that the tree question be referred to the
Environmental Quality Control Board for comment due to the fact that the
E.Q.C.B. made the original suggestion that the trees be saved. Mr. Dawson
stated that approximately fifty (50) additional trees will be provided.
Discussion followed on the relation of the five (5) trees to the road and the
possible fire vehicle access problems. Bill Dawson said that the request was
based on his concern for the safety of the residents in the Park. In response
to a question, Mr. Dawson said that the project can be built if the trees are
retained by rerouting the road and by the loss of trailer spaces.

Christine Agar, 11 Marina Drive, expressed concern about tap roots on the
trees and their possible hazard. She suggested that the ivy be removed if
the trees are saved. Public Hearing Closed. Ripperdan spoke in favor of
removal of the trees due to their location in relation to the road.
Ripperdan moved to approve and recommend to City Council approval of a master'
meter system for water meters and for removal of the five (5) trees. Seconded
by Lanning. Covington and Cook suggested that the two items be acted on
separately.
AYES: Lanning, Ripperdan
NOES: Cook, Covington Motion Died - No Action
By consensus, the Commission determined to act on the items separately. Cook
moved to approve and recommend to City Council approval of the master meter
system for water meters. Seconded by Covington and unanimously approved.

Covingtom moved to have the trees inspected by a consultant, the costs to be
paid by the applicant, and the results of the inspection be provided to the
Planning Commission. Seconded by Cook.

D. Issue Identification for Local Coastal Program
Secretary presented an overall report on all steps necessary for the approval
oa a Local Coastal Program. Public Hearing Opened. Jerrie West, 1201 Electric
Avenue cited sections in the Coastal Act which encourages the provision of
low and moderate income housing and spoke in favor of permitting duplexes on
25' wide lots. She asked if Seal Beach has been designated as a "sensitive
coastal resource area." Secretary stated that Seal Beach has not been so
designated.
Henry Erickson, 127 6th Street, spoke in favor of duplexes on 25' lots noting
that in the last six (6) years the restrictions on building have resulted in
lower buildings, greater setbacks and smaller units. He also noted that
recycling of older properties has taken place at 1/10th the rate predicted in
the Land Use Element to the General Plan.

Brian Kyal, 301 15th Street, spoke in favor of duplexes on 25' wide lots based
on his 20 years as a resident. He feels duplexes are consistent with the
goals of the City.
Al Palichino, 117 Ocean Avenue, spoke in favor of duplexes on 25' wide lots
in order to prevent Seal Beach from becoming a restrictive community for the
wealthy.
Ed Bazine, 111 7th Street, spoke in favor of duplexes on 25' wide lots.
~ Phil Oliver, 300 Ocean Avenue, spoke in favor of duplexes on 25' wide lots
( noting that a lot sells for $70,000+, a single family residence sells for
$175,000 with very few buyers. Duplexes sell for $200,000+ but people are
in the market for duplexes.
Because if the low citizen turn-out at this meeting, the Commission requested
assistance from the press in publicizing the Issue Identification.
Covington concurred with the major issues as listed and suggested that the
development of the Hellman property also be considered a major issue.
Cook suggested that the future of the Police Station building be added as
a major issue. Conversion of apartments to condominiums should be added as
well as provision of public facilities to serve beach users in Surfside. The
hearing was continued until May 3, 1978.
2. Oral Communications
In response to Commission questions, Secretary gave updated reports on the
Hellman Property Planning and Edison Triangle progress.

4. New Business
There was no new business.
5. Report from Secretary
A. In response to questions, Secretary gave a progress report on the Rossmoor
Park Apartment conversion to condominiums. City Council will receive the
Planning Commissions report on April 24, 1978, and set a date of May 8th or
May 22nd to consider the Tract Map.
B. Secretary reported on the Orange County Board of Supervisors actions on
April 18, 1978, to authorize a regional park study on the Los Alamitos Retarding
Basin.
