MINUTES OF THE PLANNING COMMISSION MEETING OF MAY 3, 1978
THE PLANNING COMMISSION OF THE CITY OF SEAL BEACH MET IN
REGULAR SESSION ON WEDNESDAY, MAY 3, 1978, IN THE COUNCIL
CHAMBERS OF THE CITY ADMINISTRATION BUILDING. THE MEETING
WAS CALLED TO ORDER BY VICE CHAIRMAN COOK AT 7:30 P.M. AND
THE PLEDGE TO THE FLAG WAS LED BY VICE CHAIRMAN COOK.

The minutes of the April 19, 1978, meeting were approved as corrected.
1. PUBLIC HEARiNGS: '
A. Gary N. Cutris, V-4-78 (continued)
Applicant is requesting a Variance to permit construction of a commercial
building in the C-1 zone with tandem parking and less than required loading
zone at 324 Main Street. The applicant requested a two (2) week continuance
in order to resolve legal matters,on the property. Public Hearing Opened.
No one spoke in favor or in opposition. Public Hearing Closed. By consensus
of the Commission, the matter was continued until May 17. 1978.
~~ B. Montecito Eight, V-6-78 (continued)
Applicant is requesting a Variance to permit construction of not more than
five (5) gazebos in the rear and side yard setbacks at 12450-12592 Montecito
Road. Public Hearing Opened. Fred Cartozian, State-Wide Developers, Inc.,
explained the request and noted that the gazebos would not affect surrounding
properties because to the rear is a commercial parking lot and to the sides
are access driveways to the shopping center. In response to a question about
fire safety of the gazebos, Staff noted that the gazebos would have to comply
with heavy timber construction methods. . PubUc Hearing Closed., Cook moved
to approve V-6-78, with the findings in the Staff. Report. Seconded by

Applicant is requesting a Variance to permit construction of a duplex in the
R-2 zone with a curb cut off a street at 244 17th Street. Public Hearing
Opened. Richard Grossgold, 239 Seal Beach Blvd., explained the request citing
the presence of a railroad right-of-way at the rear of the'property, reducing
alley access to nine (9) feet. Discussion followed on the relationship of the
subject property to the applicants commercial property on Seal Beach Blvd.,
in that five (5) commercial parking spaces must be maintained for the commercial
building. No one else spoke. Public Hearing Closed. The Commission discussed
the overall concept, the size of the proposed curb cut and existing curb cuts,
and possible design alternatives which would require a smaller curb cut. Cook
was of the opinion that the proposed curb cut was too large and other designs
were possible. Ripperdan moved to approve V-7-78, with the finding in the
Staff Report and subject to the proposed condition and a Land Use Agreement

requiring five (5) commercial parking spaces to be maintained in the
remanent parcel until such time as five (5) parking spaces are provided on
another suitable site. Seconded by Lanning and approved by the following
vote:

D. Issue Identification
.
Secretary presented an overall report on the Issue Identification Document
including issues that have been added at the April 19th Commission meeting.
Public Hearing Opened. Cook asked that these previously noted issues be
added to the Document:
1) Conversion to apartments to condominiums and its affects
on available rental units.
2) Retention of service commercial uses on Main Street with
rising land values.
3) Provision of Public Facilities on the Surfs ide Beach.
4) Public access and Public parking at Surfside.
Henry Erickson, 127 6th Street, spoke about the history of the interim
guidelines and spoke in favor of duplexes on 25 foot wide lots.
Covington asked about the 'effects of various alternatives on school children.
Covington asked about distribution of the guidelines. Secretary said that
summaries have been distributed and if the Commission wants complete copies,
Staff will provide them.
Christine Agar, 11 Marina Drive, spoke about property costs, taxes and the
effects on families.
Solis Jackson, of the Seal Beach School Board, asked for cooperation of the
City with the School Board for planning future student loads.
Roger West, 1201 Electric Avenue, spoke about the City's policies contained
in the General Plan and Zoning Ordipance apd noted that the Coastal Commission
'brought their policies into compliance with the City's policies.
Duane Stroll, 216 15th Street, asked that the water quality in the San
Gabrial River be added as an issue and the expansi,QrJl of the Sunset Aquatic
Park be added as a major issue.
Georgianna Brown, 212 15th Street, stated that higher density does not bring
in more children and new construction duplexes are not moderate cost housing.
Brian Kyle, 301 15th Street, spoke in favor of duplexes.
Nancy Kredell, 1615 Seal Way, spoke in favor of one u'nit on a lot.
DomiRic Bebek, 1114 Ocean, clarified the proposed guidelines and noted that
changes continue to be made in the City, land costs and rents increase. No
one can reverse this trend and we must live with changes.
Secretary noted that a letter from Katherine Dobkins was submitted in favor
of one unit on each 25 foot lot.

D. Issue Identification con't
Public Hearing Closed. The Commission discussed the concept of a citizens
committee to work with Staff on the Local Coastal Program. Covington moved
to recommend to Council the formation of a citizens committee to work with
Staff on the Local Coastal Program. Seconded by Cook.

Ripperdan was of the OplnlOn that the question of densities in the Coastal
District is not an issue. Cook was of the opinion that the issue regarding
densities is actually the question of the elimination of existing single
family residences and that should be added to the Issue Identification. '
Cook moved to approve the Issue Identification with all the additions in
the summary sheet and those issues added by Commissioners and speakers and
forward the Document to City Council. Seconded by Covington and unanimously
approved. RES. 1136
2. Oral Communications
A. Delora Eikley, 215 Corsair, asked why there were only four (4) Planning
Commissioners. Vice Chairman Cook noted that there are five (5) Commissioners
but sometimes emergencies or personal business prevents all five from
\~ attending meetings.

All written communications were with specific agenda items.
4. Unfinished Business
A. Seal Beach Associates, UUP-1-77 (continued)
A Staff Report and memo from the Fire Department on the Cottonwood and
Eucalyptus trees in relation to the road in the new trailer park was presented
to the Planning Commission. After a brief discussion, Vice Chariman Cook
ruled the matter out of order. He stated that the applicant should amend the
request to reflect a request to remove the trees on the basis of Fire
Department access, not public safety because the trees might be unsafe. The
matter should be duly advertized and then the Planning Commission will
consider the request. ' '
5. New Business
There was no new business.

6. Report from Secretary
A. Hellman plans should be presented to the Planning Commission in June.
B. Cook requested a copy of the City Council submittal on the Rossmoor
Park Apartment item. '
C. Covington asked if Staff has worked out the HUD, LUI requirements for the
Rossmoor Park Apartments. Secretary responded that the requirements have
not been worked out.

D. A request was made that Staff look'into the sale of items on the Main
Street sidewalk by merchants.
