MINUTES OF THE PLANNING COMMISSION MEETING OF JUNE 7, 1978
The Planning Commission of the City of Seal Beach met in regular session
on Wednesday, June 7, 1978, in the Council Chambers of the City Administration
Building. The meeting was called to order by Chairman Knapp at 7:30 P.M.
and the Pledge to the Flag was led by Vice-Chairman Cook.
Present: Knapp, Ripperdan, Cook, Covington
Excused Absence: Lanning
The minutes of the May 17, 1978, meeting were approved as presented.
1. Public Hearing - James Watson, CP-6-78 (continued)
Mr. Watson 'applied for a conditional use permit for conversion of a
duplex located at 228 5th St. to condominiums. Hearing continued from
last meeting. Mr. Antos advised the Commission of the City Council
moratorium on conversions. Applicant agreed to continuance. Secretary
explained proper procedure. Hearing open. Mr. Watson spoke explaining
why this should be approved and stated that the proposal met all
standards with required parking. Discussion continued between Mr.
Watson and Commissioners including social and philosophical questions.
Hearing closed. Mr. Cook moved to continue the hearing through the
moratorium with the same conditions. Seconded by Ripperdan and passed
unanimously. Minute Order.
2. Public Hearing - James Watson, CP-7-78 (continued)
Mr. Watson applied for a conditional use permit for construction of a
unit on property containing one unit and conversion to a two unit
condominium at 310 16th St. Hearing continued from last meeting.
Hearing open. No comments. Hearing closed. Mr. Ripperdan moved to
continue the hearing through the moratorium with the same conditions.
Seconded by Cook and passed unanimously. Minute Order.
3. Public Hearing - Anthony Croce, V-B-78
Mr. Crose applied for a variance to permit construction of a room
addition with less than required rear yard setback at 3590 Wisteria
Street. Letters were presented from neighbors approving of the request.
Hearing open. Discussion of lot size, shape and location adjacent to
flood control channel. Hearing closed. Mr. Covington moved to approve
the variance based on staff findings. Seconded by Knapp and unanimously
approved. Resolution No. 1139.
4. Public Hearing - Rees and Ruth Kingsmore, CP-lO-78
Mr. and Mrs. Kingsmore applied for a conditional use permit to allow
enlargement of a kitchen to create a dining room in a nonconforming
building at 221 14th St. Hearing open. Mr. Cook asked about garage
use. Mr. Kingsmore stated they were available for parking. After
additional discussion the hearing was closed. Mr. Cook moved to
approve the variance. Seconded by Covington and passed unanimously.

5. Public Hearing - Amendments to Zoning Ordinance
Secretary explained necessity to consider Negative Declaration and,
minor amendments to the ordinance. Hearing open. First item to
add Sec. 28-l300(6)(h) establishing rules for pinball or coin
operated amusement machines under the conditional use permit
provisions. , Discussion followed regarding the proper zone and
limitation of number. Mr. Cook moved to add Sec. 28-l300(6)(h)
to read: "Coin operated amusement machines as a secondary use shall
be first permitted in the C-l zone subject to a conditional use permit."
Seconded by Ripperdan and passed unanimously. .
Second item is a clean up amendment to delete five words from Sec.
28-2318(6) "subject to the following limitations:". These pertain
to service stations and were not deleted at the time the city's new
sign ordinance was adopted. Mr. Ripperdan moved to delete the
words as proposed. Seconded by Cook and passed unanimously.
Third item concerned public hearing notices. Discussion of method
to make sure that public is always informed. Sec. 28-2704 and Sec.
28-2705(1) and (3) held over. Mr. Cook moved to amend Sec. 28-2705(5)
to read "Appeal s shall be by the same notice method employed in the
original application upon which the appeal is filed." Seconded by
Covington and passed unanimously.
City Attorney drafted Sec. 28-2713 to be added and be consistent with
the Government Code 65801. This section states that no local zoning
action shall be set aside by a court because of procedural error that
is not prejudicial. Mr. Cook moved to approve Sec. 28-2713 as drafted.
Seconded by Ripperdan and passed unanimously. All actions included
in Resolution No. 1141.
Mr. Covington moved to approve the Negative Detlaration. Seconded by
Knapp and passed unanimously.
6. Oral Communications
There were no oral communications.
7. Written Communications
Letter from Mrs. Lanning advising of her vacation.
Letter from Robert Hirsch regarding the 4 single units at the Rossmoor
Park Apartments. These will be incorporated into the adjacent I-bedroom
apartments. Mr. Cook requested to see the plans.
Letter from Hellman Estate representatives regarding the Seal Beach
property.
Letter from James Gilkerson regarding parking at the Stan Miller building.
Staff will report.

Mr. Antos provided information on the moratoriums imposed by the
City Council regarding condominiums. Mr. Covington suggested that
the League of California Cities be contacted for information. He
would also like to receive copies of any studies received. Mr.
Cook recommended contacting the Los Angeles Fair Housing Council.
Discussion followed. He also suggested that an inventory of the,
city's housing be prepared. Impact on schools discussed.
9. Secretary's Report
Mr. Antos will prepare a resolution honoring Bob Neprud for
consideration at the next meeting.
Advised that the first City Council budget study session will be
held on Saturday, June 10, at 2 p.m.
No further business, the meeting was adjourned at 9:30 p.m.
