MINUTES OF THE PLANNING COMMISSION MEETING OF AUGUST 16, 1978
THE PLANNING COMMISSION MET IN REGULAR SESSION ON WEDNESDAY,
AUGUST 16, 1978 IN THE COUNCIL CHAMBERS OF THE CITY
ADMINSTRATION BUILDING, 211 8th STREET. THE MEETING WAS
CALLED TO ORDER AT 7:30 PM BY CHAIRMAN RIPPERDAN AND THE
PLEDGE TO THE FLAG WAS LED BY VICECHAIRMAN COVINGTON.
PRESENT: Lanning, Ripperdan, Cook, Covington
EXCUSED ABSENCE: Knapp
Minutes of the August 2, 1978, meeting were approved as presented.
1. PUBLIC HEARINGS
.
A. Public Hearing on Various Items Related to Parkinq'in'the Coastal
District Including'Limiting Resident Parking Stickers.
Secretary presented a Staff Report which included various alternative
policies for discussion purposes. Public Hearing Opened. Ripperdan
suggested two additional items for discussion (1) elimination of tandem
parking and (2) requiring storage cabinets at the head of all
garages.
Imogene Parko, 315 Central, suggested that all garages be surveyed and
illegal users be cited. She also suggested a more consistent enforcement
of on street limited parking violators.
Mr. Gilkerson, 1011 Electric, stated that there was no enforcement program
and again complained about the use of the Stan Miller parking area.
Mrs. Robinson, 113 7th Street, spoke about vehicles encroaching into the
alley and suggested that all projects containing 8 or more units have an
onsite manager similar to other cities requirements. She showed the
Commission pictures of violations.
Mrs. Anderson, 116-118 6th Street, spoke about the parking problem and what
steps she has taken to correct it with her tenants. She questioned the
use of Mrs. Robinson's garage for junk storage.
Covington asked if it was approporiate to park cars or boats in front of
garage doors. Mrs. An derson stated it was inappropriate to block garages.
Public Hearing Closed. Mr. Cook asked if the City ever permitted
development with less than one parking space per unit. Secretary said
that research would be necessary to determine what the City's past policies
were. Mr. Cook stated that he surveyed porperties in the Coastal District
and found 175 properties, mainly multi-units, with no parking on site.
He suggested the following:
1. All properties be brought into legal nonconforming status.
2. Each unit be permitted one, parking sticker at no fee. Additional
- stickers be available at a cost equal to 125% of the average
garage rental price in the Coastal District.
3. With the exception of the Trailer Park portion of the Trailer
Park site, all properties developed to a density in excess of
20 units per acre be assessed a user fee per unit in excess of
20 dwelling units per acre equal to 10% of the yearly rent of
that unit. Each year the fee would increase 5% to a maximum of
30%.

The purpose of these three items is to improve the parking situation by
providing economic impetus to use all existing garages and carports to there
maximum.
Jim Watson, 101 Main Street, indicated that a great deal of the parking
problems are from beach users.
Cook suggested that all the narrow streets be limited to parking on one
side only to improve emergency vehicle access and encourage garage use.
Mr. Gilkerson, 1011 Electric, suggested t~at the City use volunteer retired
people to conduct surveys fo all properties to determine violations of
garage use.
By concensus, the Commission continued this item until September 6, 1978.
2. ORAL COMMUNICATIONS
Jim Watson, 101 Main Street, reported on his progress on the Edison Triangle
site. He is attempting to obtain a Hotel or Motel for the Lumber Yard site.
He'is still trying to get a lumber yard operator and looking into office uses
for the site. There is a possibility that a "Sizzler" restaurant may be put
in the first floor of the two story building at 5th and Pacific Coast Hwy.
3. WRITTEN COMMUNICATIONS
All written communications were in conjunction with specific agenda items.

,4. UNFINISHED BUSINESS
A. Phillip and Linda Oliver, Tentative Tract Map 10428
Applicant is requesting approval of a tentative tract map 10428, for a three
unit condominium at 125 10th Street. This matter was continued from the
August 2, 1978 meeting.
Phillip Oliver, 300 Ocean Avenue, said that automatic garage door openers
would be installed and he explained the areas to be landscaped. Discussion
followed on various items related to the plans. Mr. Covington moved to
approve and recommend to City Council approval of the Tract Map subject to the
two proposed conditions. Seconded by Ripperdan and unanimously approved.

B. Discussion of Landscaping Requirements for Commercial Development.
The Commission reviewed a survey of landscaping standards for other Orange
County cities. The Commission concurred with a proposed increase in
landscaping to 10% of the site and also directed Staff to prepare
landscaping standards for shopping centers to include trees in the parking
lot area. More information will be provided on September 6, 1978.
t. Discussion of In Lieu Park Fees
The Commission reviewed various alternatives for parkland in lieu fees and by
concensus, agreed to table this subject.

5. NEW BUSINESS
A. Discussion of Condominium Development Standards
The Commission reviewed a proposed set of condominium standards and apartment
conversion to condominiums. Cook moved to adopt the proposed standards and
repeal Resolution 1065; seconded by Lanning and unanimously approved.

B. Discussion of Modifications to Zoning Ordinance Based on Lower Densities
in the Coastal District.
The Commission reviewed a number of proposed modifications to the Zoning
Ordinance based on lower densities (20 units per acre) in the Coastal District.
The Commission generally concurred with the proposed changes. Additional
information will be provided on September 6, 1978, for discussion purposes.
C.' Discussion of Sign Amortization Periods.
The Commission reviewed two proposed sign amortization periods and by
concensus favored a five year period to bring all signs into conformance.
6. REPORT FROM SECRETARY
1. City Council approved limiting densities to 20 dwelling units per acre
in the Coastal District. Public Hearing on amendments to the land use
element will be scheduled for September 6, '1978.
2. City Council held over any decision of filling the position of Planning
Director until August 28, 1978.
3. Resolution 1160 on alley striping will go to City Council on August 28, 1978.
4. Staff answered questions on Proposition 13's effect on the Redevelopment
Agency.
