MINUTES OF THE PLANNING COMMISSION MEETING OF JANUARY 3, 1979 THE PLANNING COMMISSION MET IN REGULAR SESSION ON WEDNESDAY, JANUARY 3, 1979, IN THE COUNCIL CHAMBERS OF THE CITY AmllNISTRATION BUILDING, 2II 8th STREET. THE MEETING WAS CALLED TO ORDER BY CHAIRMAN RIPPERDAN AT 7:30 P.M. AND THE PLEDGE TO THE FLAG WAS LED BY VICE CHAIRMAN COVINGTON. PRESENT: ABSENT: Knapp, Cook, Leibert, Ripperdan, Covin9ton None Minutes of the December 20, I97B, meeting were approved as corrected. PUBLI C HEARINGS: A. STATE LANDS COMMISSION, UUP-I-78 (continued) The Secretary announced that the applicant requested his application be removed from the agenda due to the applicant's inability to come to terms with the Edison Company on the section of the Haynes Road adjacent to the site. The applicant, under.Section 28-2212 of the City Code, is required to dedicate a fully improved '.access road to hi s project site pri or to obta ini ng a Certi fi cate of Occupancy. . The Commission requested information on parking requirements for this project should it come back to the Commission. Mr. Cook asked for clarification on the plans referenced in the State Lands Commission letter. Staff explained that the plans are the same as those presently before the Commission. Commission approved the applicant's request and removed the item from the agenda. ORAL COMMUNICATIONS: There were no oral communications. WRITTEN COMMUNICATIONS: There were no written communications. .. NEW BUSINESS: A. Jacqueline Killam, 216 7th Street Applicant, at Staffs suggestion, requested an informal determination on a .parking plan for a two unit residential project that provides six (6) tandem parking spaces on a 37\' wide lot where tandem parking is no longer allowed. James Pulliam, Architect, stated that the plans were prepared on previous zoning requirements, but provides two additional parking spaces than required by Code. The Commission asked if other parking designs had been explored that did not include tandem. Mr. Pulliam stated that at this time no other parking designs were attempted. The Commission requested the architect to attempt alternative parking designs other than tandem and to return to the Commission with his efforts at their meeting of January 17, 1979. REPORT FROM SECRETARY: . A. ARCHITECTURAL REVIEW COMMITTEE Secretary presented proposed changes to the Architectural Review Board (ARB) regulations as suggested by other City Departments and the City Manager. Commissioner Cook moved to adopt a resolution that would prohibit the Architectural Committee from having jurisdiction over architectural design and style. There was no second to the motion. The Commission discussed the concepts of design and style and suggested the addition of a Section "F" to criteria that would prevent the Committee from designating architectural style. After further discussion, the Commission requested that the draft of the ARB Regulations be revised to reflect the Commission's comments and brought back at their February 7, 1979, meeting for further review. Covington requested information concerning an ARB meeting in other communities in an attempt to have our Commission attend a meeting of a fully operational ARB. B. RESOLUTIONS: Secretary presented three (3) Resolutions for Commission adoption reflecting Conmission action at previous meetings. . Cook moved to approve Resolution 1177, seconded by Mr. Knapp and unanimously approved. Cook moved to approve Resolution I17B, seconded by Knapp and unanimously approved. Knapp moved to approve Resolution 1179, seconded by Cook and approved by the following vote: AYES: Knapp, Cook, Ripperdan, Covington NOES: Lei bert Meeting was adjourned at 9:05 P.M. t~~J ~ Recording Secretary .
