Revlew Board The Commlsslon dlscussed varlOUS optlons for securlng publlC comment

Cook expressed concern about a number of general terms appearlng throughout the
draft Ordlnance such as prlnclples reasonably lnferlor materlally depreclate
confllct conformlty standards appearance mlnlmlze etc The concern centered
around deflnltlons of the terms and who would be deslgnated to determlne lf a
proJect complled wlth these concepts

Covington asked about the status of the old Police Building and suggested that
the Planning Commission offer to hold Public Hearings to obtain public comments
on possible future uses for the building or site. Secretary stated that the
building was unsafe for any use and unless it is made safe, it may not be used.

A. 7-Eleven & Winchell 's'
Representatives of 7-Eleven were before the Commission to provide additional
information on a question previously raised regarding a neighborhood survey to
determine resident concerns about the development. Stanley Gordon, Attorney for
the applicant, presented opening remarks. Steve Williams, 7-Eleven, presented
the results of three surveys taken. One survey involved an existing 7-11 in
Newport Beach at 20th Street and Balboa. All respondents were favorable to the
existing 7-11 operation in their area. Two surveys were conducted in Seal Beach.
One survey of 40 households asked about problems with existing 24 hour operations
in the vicinity. Twenty-nine (29) of the 40 households surveyed responded as
follows: 10 were not opposed, 14 were opposed and 5 had no comments. Another
survey was taken using 40 separate houses. The responses to the questionaire were
mixed with a majority opposed. However, there were some positive responses.
Christina Agar, 11 Marina Drive, spoke in opposition to the project.
Delora Ickley, 208 Corsair Way, suggested that 7-Eleven take a survey in Long Beach
near the stores that experienced robberies.
Nancy Kredell, 1615 Seal Way, spoke in opposition to the project citing the number
, of yearly robberies to this type of store. She
raised the question of liability for children's safety.
James McNerney, 1770 Crestview, spoke about previous comments in opposition to the
project.
Stanley Gordon, Attorney, made closing comments on behalf of 7-Eleven. Covington
asked of the President of 7-Eleven would have second thoughts about a store at this
location if he was made aware of the concerns expressed at the meetings. Jerry Hook,
Zone Manager for 7-Eleven, stated that the use is compatible. Cook was of the opinion
that an EIR should be prepared on the project.
Cook moved to deny the project, seconded by Knapp.

Cook moved to refer the issue to City Council, seconded by Ripperdan and unanimously
approved.

The revised CEQA Provisions were presented to the Planning Commission for information
only. No action required.

Report was presented to the Planning Commission for information only. No action
required.
C. Radio Antenna Heights
A report was presented to the Planning Commission. No further action is required.
Cook expressed concern about City Council voting which permits the Council to
over-ride a Planning Commission recommendation by two positive votes. Staff was
instructed to find out what procedures are used for Council voting and prepare a
Resolution for Planning Commission consideration which asks the Council to revise
its voting.
. Secretary gave a report on HCDA funding for this year.
The Commission discussed the Rossmoor Park Apartments conversion into condominiums
in light of resident complaints.
Meeting was adjourned at 10:15 P.M.
