HomeMy WebLinkAboutPC Min 1979-02-2 .'? e- ---, ., MINUTES OF THE PLANNING COMMISSION MEETING OF FEBRUARY 21 1979 THE PLANNING COMMISSION MET IN REGULAR SESSION ON WEDNESDAY FEBRUARY 21 1979 IN THE COUNCIL CHAMBERS OF THE CITY ADMINISTRA~ TION BUILDING 211 8th STREET THE MEETING WAS CALLED TO ORDER BY CHAIRMAN RIPPERDAN AT 7 30 P M AND THE PLEDGE TO THE FLAG WAS LED BY 'COMMISSIONER KNAPP ----- ....1- PRESENT Le1bert Knapp [R1pp~an) EXCUSED ABSENCE Cook Cov1ngton M1nutes of the February 7 1979 meet1ng were approved as subm1tted PUBLIC HEARINGS A Leonard CUtU11 V 1 79 (A 77 Surfs1de) App11cant requested a Var1ance from the 3 story 11m1tat1on 1n the R 1 zone of 01 strl ct I II Secretary presented a Staff Report on the proposed prmposed proJect not1ng that the app11cant has prev1ous1y met w1th Staff for an Approval 1n Concept for a 3 story 35 1n he1ght slng1e fam11y res1dente on th1S same slte Pub11C Hear1ng opened The app11cant 1eonard CutU11 spoke on the 4 story concept p01nt1ng out that the 4th floor was 1nfact an expanded mezzan1ne and demonstrated h1S concept to the Comm1ss1on by the use of a model of the structure Mr CUtU11 adv1sed the Comm1ss1on that no outs1de changes had been made by the add1t1on of the proposed floor area In response to a quest10n Mr CutU11 stated that he had not gone before the Surfs1de Board of D1rectors for approval other than to obta1n names and addresse~ for not1f1cat1on of a Pub11C Hear1ng The Comm1ss1on was of the op1n1on that a 2nd sta1rwe11 was requ1red on a 3-story structure D1Scuss1on followed Mr Cutu11 stated he was aware of the requ1red second eX1t as exp1a1ned to h1m by the bU11d1ng department and stated h1S proposed f1re escape to me a metal structure attached to the outs1de of the bU11d1ng 8 feet above qrade Mr Knapp asked the app11cant to demonstrate hardsh1p for a Vartance Mr CUtU11 rep11ed to the quest10n by stat1ng the floor plan had been des1gned to accommodate h1S part1cu1ar fam11y Slze and needs D1Scuss1on fm110wed on floor area needs It was noted that the 4th floor mezzan1ne (10ft) covered an area equal to approx1mate1y 45/ over the square footage of the th1rd floor thereby exceed1ng the maX1mum 33/ allowed Pub11C Hear1ng Closed At the suggest10n of the Comm1ss1on Slnce the app11cant could not demonstrate a hardsh1p the appl1cant w1thdrew h1S request The Comm1SS1on unan1mous1y accepted the w1thdrawa1 of the request MINUTE ORDER B Jacque11ne K111am V-2 79 (216 7th Street) C[pp11cant requested a Var1ance to perm1t the mse of a smx car tandem pari1ng des1gn 1n conJunct1on w1th the add1t1on of one res1dent1a1 un1t to property currently conta1n1ng one un1t Secretary presented a Staff Report out11n1ng the h1story of the proJect Pub11C Hear1ng opened James Pu111am arch1tect for the proJect noted that other park1ng des1gns were poss1b1e as shown 1n the plans presented to the Comm1SS1on but that tandem park1ng was more appropr1ate for the proJect The reasons he favors the tandem park1ng are (a) more on-s1te park1ng would be prov1ded ( 6 vs 4 spaces) (b) ten feet would be ma1nta1ned between the eX1st1ng bU11d1ng and new bU11d1ng 1nstead of three feet w1th other des1gns (c) more 11ght and vent11at1on would be prov1ded to the eX1st1ng house and (d) 1ngress and egress I B. Jacqueline Killam, V-2-79 (216 7th Street) continued I. is easier with tandem parking because no turns are required. noted that the alternative parking designs would require the at an additional cost. Mr. Pulliam also plans to be redesigned The Commission noted that costs to redesign plans do not constitute hardship as defined by Code. Extensive discussion followed on the proposal and the alternative parking designs. In response to a question, Mr. Pulliam indicated that, in his opinion, hardship exists due to the location of the existing house on the lot. Lawrence Peters, 211 Ocean Avenue, spoke in favor of the Variance based on the greater distance provided between buildings on the 'lot. Public Hearing closed. Knapp moved to deny V-2-79 on the'basis that no hardship was demonstrated and two alternative parking designs were possible that meet Code; seconded by Ripperdan and unanimously approved by members present. RESOLUTION 1182 2. Oral Communications Lawrence Peters, 211 Ocean Avenue, spoke in opposition to the concept of an Architectural Review Board. ~ 3. Written Communications There were no written communications. 5. New Business There was no new business. 6. Report from Secretary A. Local Coastal Committee Report Secretary turned the floor over to Charles Antos who gave a brief synopsis of the report included in the Commissioner's packet and asked if there were any changes or additions the Commissioner's would like to add. No changes or additions to the report were suggested. No action was required. B. L.A. Times Articles Secretary pointed out two articles included in the Commissioner's packet for their perusal regarding the highest and lowest income communities in the State haveing architectural controls built into their Building and Zoning regulations.
