MINUTES OF THE PLANNING COMMISSION MEETING OF MAY 2, 1979 THE PLANNING COMMISSION MET IN REGULAR SESSION ON WEDNESDAY, MAY 2, 1979, IN THE COUNCIL CHAMBERS OF THE CITY ADMINISTRATION BUILDING, 211 8th STREET. THE MEETING WAS CALLED TO ORDER BY CHAIRMAN RIPPERDAN AT 7:30 P.M. AND THE PLEDGE TO THE FLAG WAS LED BY COMMISSIONER KNAPP. PRESENT: Knapp, Ripperdan, Leibert, Cook, Covington ABSENT: None The minutes of the April 18, 1979, meeting were approved as submitted. PUBLIC HEARINGS A. Tentative Parcel Map No. 79-1001; Rockwell International Secretary presented a Staff Report outlining the proposed subdivision of 4.5 acres from the 107 acre Rockwell site for construction of a 67,000 sq. ft. corporate records retention center in the light manufacturing (m-l) zone. Revised plans and a revised tentative parcel map were provided for Commission review. Public Hearing Opened. Kurt Warnock, H.K. Ferguson Co., 44 Montgomery Street, San Francisco, provided an overview of the project. Hank To~dy, architect, discussed the architectural aspects of the project. Extensive discussion followed on alternatives to improve line of sight conditions for autos entering Seal Beach Blvd. from Regency Drive. The Assistant City ) Engineer stated that the engineering department would be working with the developer to resolve the problem. Knapp asked about providing traffic access via road "A" which is signalized or adding a traffic signal at Regency Drive. The Secretary and the Assistant City Engineer stated that existing and expected traffic count would not justify or "warrant" a signal at this time at this location. Discussion followed on the landscaped "berm" modifications and/or relocation for sight and security improvement. Public Hearing Closed. Discussion followed on aesthetics of the project. Covington moved to approve and recommend to City Council approval of the Negative Declaration; seconded by Knapp ,and unanimously approved. MINUTE ORDER Covington moved to approve and recommend to City Council approval of the Tentative Parcel 11ap subject to all Staff conditions and to resolving any "line of sight" problems which may occur at the intersection of Seal Beach Blvd., and Regency Drive; seconded by Ripperdan and unanimously approved. REPORT FRat1 SECRETARY A. Motion to Rescind Previous Hotion on A.R.B. Ripperdan moved to rescind a motion made by Commissioner Cook on April 4, 1979; motion relating to the Architectural Review Board;, seconded by Covington and approved by the following vote: AYES: Leibert, Ripperdan, Covington NOES: Knapp, Cook MINUTE ORDER Cook moved to limit the jurisdiction of the ARB to all properties, both public and private, except single family residential property either by zone or use; seconded by Knapp. AYES: Cook, Knapp NOES: Leibert, Ripperdan, Covington MOTION FAILED. B. Request for Joint Session with City Council on Code Enforcement The Commission was of the opinion that massive Code violations exist with no effective enforcement. By concensus, the Commission requested a joint study session with City Council on the subject of Code Enforcement to be held at the convenience of Council, preferrably during the Month of May. C. Joint Study Session with Parks & Recreation Commission on DWP Plan. By concensus, the Commission selected Wednesday, May 16th, as a date for joint study session with Parks & Recreation Commission for presentation of the results of the proposals for the use of the DWP site.
