MINUTES OF THE PLANNING COMMISSION rlEETING OF MAY 16, 1979
THE PLANNING COMMISSION MET IN REGULAR SESSION ON t:EDNESDAY,
MAY 16, 1979, IN THE COUNCIL CHAMBERS OF THE CITY ADMINIS-
TRATION BUILDING, 211 8th STREET. THE MEETING WAS CALLED
TO ORDER BY CHAIRMAN RIPPERDAN AT 7:40 P.M. THE MEETING
WAS ADJOURNED AT 8:15 P.M. IN ORDER TO CONCLUDE A JOINT
STUDY SESSION WITH THE PARKS AND RECREATION COMMISSION ON
THE DWP RESTORATION PLAN.
The meeting reconvened at 8:20 P.M. and the pledge to the flag was led by
Commissioner Covington.

ABSENT: None
The minutes of the May 2, 1979, meeting were approved as submitted.

A. INFORMAL REVI EW OF LEISURE WORLD 126 UNIT CmWOMINlUt1 PLAN
Secretary presented a preliminary Staff Report on the pro~osed project
as submitted.
Lee Miller of Presley Construction Company described the project for the
Commission. Mr. Miller indicated that a traffic study, noise study and
CC&R'S have been compiled for this project and submitted to the City
for evaluation.

Commissioner Knapp asked about the price range of the units. lee Miller
stated that the expected price range would be from $80,000 to $90,000
at'the time of completion.
Commissioner Covington asked if the project would be subject to the existing
Leisure World rules and regulations. Mr. Miller said that the project was
and had been revieVled for its conformance to Leisure World rules and'
regulations.
The Commission expressed concern on potential parking problems regarding

the 900 parking style, turning radius and its location on the interior
street.
Commissioner Cook questioned the method used to determine the building
height. The build'ng is 35' above a 4' raised berm ~/ith a 4'parapet.
The Commission interpreted the building as being 39' above grade \'Iith a
4' parapet, whi ch exceeded maximum hei ght by 4' for the buil ding and 6"
for the parapet. Extensive discussion followed with the Commission
recommending the applicant meet the City height regulations.
Commissioner's Cook, Knapp, Ripperdan and Covington suggested that actual
subterranean parking would enhance the aesthetic characteristi~s of the
project, as well as providing a method for lowering the height of the
structure.
In response to a question concerning solar power, Mr. Miller stated that
solar facilities were not being planned for this project.
B. REPORT ON TREES AT 112 - 11th STREET

Secretary presented a report indi cating that the trees at the above
address are on private property. Some of these trees were recently topped.
If future damage occurs to any public property, the procerty owner will
be held responsible.
Cook asked for some information on permitted heights on the DWP site. Staff
will provide the information.
