MINUTES OF THE PLANNING COMMISSION MEETING OF AUGUST 15. 1979 THE PLANNING COMMISSION MET IN REGULAR SESSION ON WEDNESDAY, AUGUST 15, 1979, IN THE COUNCIL CHAMBERS OF THE CITY ADMINIS- TRATION BUILDING, 211 Bth STREET. THE MEETING WAS CALLED TO ORDER AT' 7:30 P.M. AND THE PLEDGE TO THE FLAG WAS LED BY VICE-CHAIRMAN COVINGTON. PRESENT: Ripperdan, Cook, Covington, Leibert EXCUSED ABSENCE: Knapp The minutes of the July IB, 1979, meeting were approved as submitted. PUBLIC HEARINGS: (. A. Public Hearing on Old Police Building Two members of the audience spoke in favor of keeping the building, having it restored, 'renovated and registered as an historic building. They felt the building should be used for much needed meeting rooms. Covington reported that he toured the building with representatives of an architect and structural engineer firm and they were of the opinion that the building could be restored for approximately 50% more than the figure presented in the Fosdyke report. This would not include interior remodeling or decorating. Covington also stated that an officer of the Los Angeles Historical Committee suggested that the building be registered and the City seek Federal grants. In addition, it was swggested that perhaps a private developer may be interested in restoring the building in return for a long term lease to use a pot"tion of the building for office purposes. Some of the remaining space- could be used for public meeting rooms or a police annex. Discussion followed on the availability of public meeting rooms in the City. It was the opinion of those present that there is more demand for meeting facilities in the City than space available at the present time. A letter supporting preservation of the building was received from Seal Beach Historical and Cultural Society. Cook suggested that the Police be relocated in the restored old building and the new poljce building be used for public meeting rooms and commercial purposes. Covington moved to recommend to City Council that the building be retained rehabilitated and registered as an Historical Building. The City should seek Federal grants and work with a developer to renovate the building for offices and meeting rooms for non-profit groups and civic clubs; seconded by Ripperdan and unanimously approved. Letters Regarding Presley Project The Commission discussed letter about parkland in-lieu fees that were sent to the City Attorney from Presley's attorney and our City Attorney's letter to the Planning Director. The Commission was pleased with the Council action on this project, but were unclear on the attorney's opinion as ,it relates to the Commission's recommended actions. NEW BUSINESS A. HC/D Information and Study Session The Commission received a report on the 6th year funding potentials. The Commission asked for a County wide breakdown of 5th year fund distributions, information on special housing programs and the County's resolution establishing 6th year priorities. Covington suggested requesting a $20,000 grant for feasibility study of a 3 year program to provide required housing for Senior and Handicapped citizens of moderate and low incomes. This study would include evaluation of the option to amend the target area to include adjacent land on which such housing could be constructed (Hellman land north of Pacific Coast along San Gabriel River). REPORT FROM SECRETARY {e A. Covington moved to send a letter to E.M.D. asking that the Los Alamitos Retarding Basin be included in the revised regional park plan for Orange County; seconded by Cook and unanimously approved. MINUTE ORDER B. Cook suggested that the Commission begin a more active Planning program to consider future needs of the City such as public facilities as well as policy planning for undeveloped lands and more modern zoning regulations.
