Tiny Naylor's, Inc., CP-7-79 Conditional Use permit far on-sale beer and wine at 941 Pacific Coast Highway. Public Hearing Opened. Restaurant operator present. Staff Report given. Jlf>plicant stated his agreement to rreet Staff conditions. Public Hearing Closed. Knapp roved to adopt Resolutioo 1197, seconded by Covington and unanimously approved . RESOLUI'ION 1197 B. Gerr.ini Invest:rrent Canpany, CP-8-79 ('. Conditional Use permit for conversion of two duplexes into a 4-unit condaninium at 127-129 2nd Street (Tentative Tract 10695). Public Hearing Opened. Kent Sanders agent, was present and stated his willingness to ccroply with Staff Report and conditims. Requested delay payment of the in-lieu parkland fee until property is offered for sale. He said they would agree to bond for the in-lieu fees if the City Attorney approved this concept. I' UNFINISHED BUSINESS eA. Rezoning of R-I, 5000 Hellman Land Secretary presented a canprehensive report on the potential effects on City and school services on rezoning and/or developnent of the Hellman land. The corrrnission extensively discussed various ilTlpacts of develor:m=nt. future of the oil prcrlucing land. flood control basin and la.'1d within the Redevelq:ment Agency. The Corrrnission discussed the advantages of preparing a specific plan for the whole site. At the conclusion of the discussion1 Ripperdan moved to recarrnend 1:0 City Council that the City prepare a specific plan for all Hellm3n land. (The comnission realizes that all of Hellman's land is not proposed for inrnediate developnent). The specific plan shoold also include the Los Alamitos Retarding Basin since 'it can provide additional open space/recreational facilities for City use even though owned by Ora'lC]e County. Motion seconded by Covington and unanimously approved. MINUrE ORDER with the consent of the Carrnission1 the Agenda was arrended to consider the O::ean Avenue rezoning. NEW BUSlliESS c. A. Proposed Rezoning of Ocean Avenue Conmercial (C-l) Area Secretary provided a report on the potential maxinu.rrn impacts of developnent of the one bl=k area as ccmnercial retail vs. R-3 residentiaL Any rezoning woold not cause existing commercial uses to cease operation; it would only limit future uses of the land upon develOJ.:ment or redevelopnent. After discussion of the subject of rezoning the Carmission favored reccrrrnending to Council that the bl=k be rezoned to R-3. Ripperdan moved to reccmnend to City Council that the City begin steps to rezone the bled<; to R-3. Motion seconded by Covington and unanimously approved. MINUl'E ORDER rnFINISHED BUSINESS (con' t) B. Revisions to Circulation Elerrent (Lampson Avenue) Secretary presented a report on the existing configuration of Lampson Avenue and maximum potentials for mcrlifying the road. The conclusions of the report were that the road should ranain as it is presently constructed. After considerable discussion. Knapp roved to recarmend to City Co.mcil that the City establish no policy 1rbich woold lend credibility to the concept of inporving Lampson' s carrying capacity far to do so ll\3.y encourage any tentative plans that may IlCM be under consideration that woold require improved egress and ingress to the lands adjoining LaIlpson. Motion seconded by Covington and unaninalsly approvoed. Ml'NUI'E ORDER . REPORt' F1O-1 SEX::Rm'ARY Knapp reported that he saw a flyer which stated that the City was 5ea'etly proceeding to rezone the lot en which the Interval House is poLposed to be established.
