MItIUTES OF THE PLANNING C()!101ISSION MEETING OF FEBRUARY 6, 1980
THE PLANNING COMMISSION MET IN REGULAR SESSION ON WEDNESDAY,
FEBRUARY 6, 1980, IN THE COUNCIL CHAr~BERS OF THE CITY
ADMINISTRATION BUILDING, 211 8th STREET, SEAL BEACH. VICE-
CHIl.IRf-lAN COVINGTON CALLED THE MEETING TO ORDER AT 7: 40 P .~1.
AND LED IN THE PLEDGE TO THE FLAG.
PRESENT: Knapp, Gilkerson, Leibert, Covington
LEAVE OF ABSENCE: Ripperdan
The minutes of the January 16, 1980 meeting were approved as submitted.
1. PUBLIC HEARINGS
A.
Old Town Wine and Spirits, CP-l-80
Conditional Use Permit for on site consumption of beer and wine at
143 "B" Hain Street by conducting beer and ~1ine tasting seminars in th=
existing cooking school occupying the rear 400 square feet of the
building. Secretary presented an oral report explaining how the variou~
problems with the application have been resolved. Specifically. th=
applicant obtained three parking spaces in the City Parking lot to offset
the additional required parking for food service in "Old To~~ Wine and
Spirits." COilsumption of beer and wine would be limited to the rear
400 square feet of the building and not take place in the "exi~ting
Old Town I-line and Spirits" store. Covington asked hOl-l this restriction

Public Hearing Opened.
Steve Dobbins. 143 I.lain Street, stated that 143 "[3" I{i.-in St.reet \:ollld be
licensed separately under the names of the o~mers of John's l'.arl:et and
the owner of the cooking school. ABC will limit all consu~ption to the
cooking school by license. He presented a lettel' from the City I'lan~ger's
office approving the purchase of three parking spaces in the righth Street
City Lot. Mr. Dobbins presented a letter dated Februal"y 6, 1980 outlining
si x conditions that were di scussed with the Planni ng Oi rector to insur"e
compatibility of the operation. He also presented two flyers describing
similar wine tasting seminars operating in Southern California.

Public Hearing Closed.
Knapp moved approval of CP-1-80 with conditions as outlined by staff and
in the letter dated February 6. 1980 for a period of one year. Seconded
by Leibert. Unanimously approved.

Conditional Use Permit for on'-sale beer and \;ine in conjunction with a
proposed restaurant. "Bit 0' Spice" at 13900 Seal Beach Boulevard.

Co;cmissioner Leibert noted that t~e plans sho'lI less restroc;;r facilities -
for women that men in the building and pointed out the fact that leisure
World has at least three women for each man and, therefcre. the applicant
should consider using the larger restroom for wo~en, if possible. After
discussion. the applicant agreed to review restroom facilities with the

A. A postcard from Mr. Ripperdan l'las given to the Co:m;lission ,,10:'\9 with his
Athens address.
B. The Planning Department will be requesting the City Council to approve
a Planning Secretary posi.tion at the Fehr'uary 25, 1980 Council Nccting.
C. Secretary called the Corrrnission's attention to an LA. Ti~es article on
expensive condominiums construction.

7:30 p.m.
