AN ORDINANCE OF THE CITY COUNCIL OF THE CITY
OF SEAL BEACH, CALIFORNIA, AMENDING CHAPTER 3,
SECTIONS 3-4 AND 3-5 OF THE CODE OF THE CITY
OF SEAL BEACH PERTAINING TO AMENDMENTS TO THE
DOG LEASH LAWS
The City Council of the City of Seal Beach does ordain as
follows:
Section 1. Section 3-4 of the Seal Beach City Code is
hereby amended to read as follows:
It is hereby declared unlawful, and shall constitute a
misdemeanor, for any person owning or having control of a dog,
as defined in Section 3-2, to permit or allow such dog to run at
large on any public street, avenue, alley, lane, place, park or
public grounds, whether or not such dog shall be licensed; and
any dog, whether licensed or not, found running at large shall
be impounded, subject to redemption orsa1e, as provided in this
article.
Section 2. Section 3-5 of the Seal Beach City Code is
hereby amended to read as follows:
All dogs shall be kept securely under leash while on any
street, avenue, alley, lane, place, park or public grounds in
the city, and all dogs must be confined at all times when not
under leash by the person owning or having control of said dog
to the premises occupied by said person owning or having control,
and either be securely tied on such premises or confined so as
to prevent, the dog from escaping therefrom.
Section 3. Severability. If any section, subsection,
sentence, clause, phrase or portion of this ordinance, or the
application thereof to any person, firm, corporation or
circumstance, is for any reason held to be invalid or unconsti-
tutional by the decision 9f any court of competent jurisdiction"
such decision shall not affect the validity of the remaining
portions of this ordinance. The Council of the City of Seal
Beach hereby declares that it would have adopted this ordinance
and each section, subsection, sentence, clause, phrase or portion
thereof, irrespective of the fact that anyone or more sections,
subsection, sentence, clause, phrase, or portion be declared
invalid or unconstitutional.
Section' 4.' The City Clerk shall
