A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SEAL BEACH, CALIFORNIA, REQUESTING THE DEPARTMENT
OF DEFENSE TO PREPARE AN ENVIRONMENTAL IMPACT
REPORT REGARDING THE IMPACT OF THE TRANSFER OF
LOS ALAMITOS NAVAL AIR STATION FROM THE NAVY TO
THE CALIFORNIA ARMY NATIONAL GUARD.
Los Alamitos Naval Air Station (LANAS) is being transferred from
the Navy to the California Army National r.uard (CANG) on
May 21, 1977; and
WHEREAS, LANAS was reopened in 1973 as an Armed Forces Reserve Center; and
WHEREAS, the reopening was based on an Environmental Impact Report (EIR)
that was prepared in 1971-72; and
WHEREAS, the EIR considered all major areas of impact including population
density, proximity of housing, traffic levels on perimeter arterials,
air pollution levels, flight patterns, and activity of other airports; and
WHEREAS, most if not all of these factors have increased significantly in
the past five to six years and different conclusions might easily
result from this five year growth in the surrounding cOl!l11ur.ities; and
during the past four years, the base has reached a maximum force
level of 3,700 while the Defense Department has stated that CANG
will increase the activity level to 5,000 or more; and
WHEREAS,

the EIR of 1971-72 stipulated a maximum force level of 4,900 from
the demographics then existing; and
no new EIR has been prepared by the Department of Defense prior
to this transfer; and
no "Negative Declaration" statement or analysis has been released
to the public to justify the absence of a new EIR; and
the residents of Seal Beach and other adjacent cities are entitled
to all possible information prior to any action that may compromise
their safety or property values; and
WHEREAS, the Defense Department, like any other government agency, has the
responsibility to provide this information, but has apparently,
not yet done so;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Seal Beach
to request that a new EIR or Negative Declaration be prepared with public
input before the base transfer is completed.
BE IT FURTHER RESOLVED that copies of this resolution be sent to the Department
of Defense, Congressmen Hannaford and Patterson, Senators Haya~awa and Cranston,
Assemblyman Mangers, Attorney General Younger, Supervisor Schmit, and the neigh-
boring communities of Cypress, Los Alamitos, Garden Grove, Rossmoor, Stanton.
and Long Beach. .
PASSED, APPROVED, AND ADOPTED by the City Council of the City. of Seal Beach,
