A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SEAL BEACH, CALIFORNIA, AMENDING
THE POSITION CLASSIFICATION PLAN REVISING
mE JOB CLASSIFICATION OF POLICE CAPTAIN.
WHEREAS, the Position Classification Plan of the City of Seal Beach
presently includes the position classification of Police
Captain; and
WHEREAS, the Police Chief, the City Manager and the Personnel
Officer have each recommended the revision of the
position classification of Police Captain; and
WHEREAS, the Civil Service Board has reviewed the proposed revision
for the job classification in question and has recommended
adoption of the revised classification of Police Captain
by the City Council.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Seal
Beach, California, does hereby amend the Position Classification Plan
providing the attached revised classification of Police Captain.
PASSED, APPROVED and ADOPTED by the City Council of the City of Seal

Under general direction of the Chief',of':Police
act as a Division Commander and plan, direct, and
supervise the activities in the Patrol, Detective,
Administrative Division; perform related work as
required.

II. DESCRIPTION OF DUTIES
Principal areas of work assignment may include:
Patrol Division - Analyze crime and arrest reports;
inspect police facilities and vehicles; review mis-
conduct charges and make recommendations to the Chief;
advise the Chief of all police activity of critical
nature; review all evaluations of patrol personnel;
review daily, weekly and monthly statistical crime,
traffic, and other data; responsible for the reserve
police officer program; receive complaints regarding
ofiicers and investigate situations as required; counsel
personnel; implement safety practices and procedures.
Administrative Division - Supervise and participate in
the auxiliary activities of the Department Which include
training of personnel, planning, research, maintenance of
police records and clerical duties, community relations,
maintenance of police facilities and equipment, custody
of evidence and property, requisition of departmental
supplies, preparation and administration of Departmental
budget, and other research and administrative duties as
required.
Detective Division - Review crime and arrest reports and
supervise their assignments to investigators; confer
with investigators regarding methods and procedures
utilized in case investigation; maintain close review of
progress on investigation; participate in major crime
investigation; coordinate the activities of the Detective
Uivision with other Divisions in the Department and with
other law enforcement agencies; r:aoer.rise the adult,
narcotic, and juvenile investigative units of the Division;
review all Division reports,

. IV. WORKING ENVIRONMENT
Normal office conditions and occasional field assignments.
V. JOB REQUIR:EMENTS
A. Education: AA degree,or 60 semester units of
college level training in Police Science. Adminis-
tration. Political Science. Sociology or some other
related field.
B. Related Experience: Five years of professional
police experience with a public agency. including two
years in a supervisory capacity with the Seal Beach
Police Department.
C. Lateral Entry: When determined necessary or
advisable by the Chief of Police and Personnel Officer
and approved by the Civil Service Board. the position
can be opened up to Lateral Entry with the following
requirement: Five years ,of professional police
experience with a public agency. including two years
in a supervisory capacity.
D.
Licenses and Certificates: Valid California Driver's
License and an Advanced POST Certificate.

E.
Special Skills, Knowledge and Abilities: Knowledge
of the principles of modern law enforcement and poli.ce
and public administration, including organization.
budgeting. and personnel; knowledge and understanding
of all laws involved in the operation of a California
municipal police department; knowledge of a public
relations; ability to plan. layout. supervise. and
coordinate the work of a large number of men engaged
in various Police Department a~tivities; ability to '
assint in the formulation of and administer department
