A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SEAL BEACH, CALIfORNIA APPROVING IN PRINCIPLE
THE ESTABLISHMENT OF A JOINT POWERS AGENCY FOR
RISK POOLING FOR ORANGE COUNTY CITIES.
many cities with favorable liability loss records have had their
insurance coverage cancelled, and have had difficulty in
obtaining new coverage; and
WHEREAS, the costs of municipal insurance protection in the fields of
liability, worker's compensation, employee medical, property,
and other risks have escalated sharply in the last few years; and
WHEREAS,
WHEREAS, the federal government has mandated that municipalities provide
unemployment insurance coverage for their employees; and
evidence received to date indicates that a pooling of efforts
among cities will Jresult in a greater stability of insurance
coverage and reduced costs of protection; and
a pooled effort will make available to all participating cities
at their option risk management and loss control services that
might not otherwise be affordable; and
WHEREAS, cities may participate in individual programs without participating
in all programs;
WHEREAS,
WHEREAS,
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SEAL BEACH HEREBY RESOLVES:
1. To approve in principle the concept of a risk pooling activity with
other Orange County cities.
2. To direct the city manager to work with the Risk Pooling Steering
Committee to develop a plan for implementing the pooling concept.
3. To further direct the city manager to submit the proposed plan to
this Council for action.
PASSED, APPROVED, AND ADOPTED by the City Council of the City o~eal Beach,
