HomeMy WebLinkAboutCC Res 2664 1977-05-09 .. "".. I 1 1 . RESOLUTION NO. db.6,! A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEAL BEACH APPROVING TENTATIVE TRACT MAP NO. 9814. WHEREAS, the application was duly filed by the City of Seal Beach, 211 Eighth Street, Seal Beach, for the subdivision of the present City Corporation Yard site located at 300 1st Street; and WHEREAS, the site is 3.5 acres in area; is zoned R-1-3000, and is proposed to be subdivided into 35 lots; and WHEREAS, 35 single family residences are proposed to be constructed in a manner that is architecturally compatible with the surrounding development of Bridgeport; and WHEREAS, after the preparation of an Initial Study the city staff determined that a Negative Declaration would fulfill the requirements of C.E.Q.A. because development has already occurred on the site and the topography has been altered, the streets have sufficient capacity to handle the additional traffic, utilities are readily available, the project will be architecturally compatible with Bridgeport, and the project will not have a substantial negative-effect upon the environment; and WHEREAS, the Environmental Quality Control Board of the City reviewed the proposed project on Ma~ch 17, 1977, and concurred with the determination that a Negative Declaration was appropriate for thi's development; and WHEREAS, on March 1, 1977, the City's Park and Recreation Commission reviewed the proposed development and considered the issue of park land and voted to recommend to the City Council that in lieu fees be paid, and used in conjunction with fees from future subdf'visions to expand Marina Park; and WHEREAS, the Planning Commission recommended approval of a Negative Declaration, conditional approval of Planned Unit Development PUD-1-77, and Tentative Tract Map 9814 for the project on April 20, 1977; and WHEREAS, the City Council makes the following fi'ndings regarding the project and the tentative tract map. 1. The proposed project is consistent with the General Plan and complies with the type of use and density prescribed for this site, and will provi'de additional residences within the area. 2. The site is physically suitable for development; the land is flat and it is located in a developed area with existing streets, utilities, and residences located adjacent to the project site. 3. The site is suitable for the proposed density of development; other projects of similar density have been constructed adjacent to the project si'te and are compatible with the area. 4. The design of the subdivision will not cause substantial environmental damage because the project site is presently developed.
