A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEAL
BEACH, CALIFORNIA EXPRESSING OPPOSITION TO THE PROPOSAL
BY THE ORANGE COUNTY ENVIRONMENTAL MANAGEMENT AGENCY TO
CONSIDER A PORTION OF THE SEAL BEACH NAVAL WEAPONS STATION
FOR REGIONAL PARK PURPOSES.

WHEREAS, on July 26, 1977, the Orange County Board of Supervisors a report by
the County's Environmental Management Agency titled "Potential Regional
Park Sites in West Orange County," a copy of which is attached hereto
and made a part hereof; and
WHEREAS, page three of the report addresses 1,200 acres of the Seal Beach Naval
Weapons Station as a potential site for regional park purposes; and
WHEREAS, the recommendations to the Board of Supervisors on page four of the
report include consideration of authorization to work with the second
supervisorial office to obtain congressional delegation investigation
of the availability of a portion of the Naval Weapons Station for
regional park purposes; and
WHEREAS, no formal contact by the county was made with either the Naval Weapons
Station or the City of Seal Beach prior to including the recommendation
regarding the Weapons Station; and
the 1,200 acres under consideration are currently under contract for
agricultural use; and
good agricultural land is rapidly being diminished in Orange County
by housing; and
this acreage is also within the perimeters of Quantity Distance Arcs
established by the Department of Defense for safety purposes; and
a change in use from agricultural to public park purposes poses a
potential hazard under current conditions; and
any alteration in land use of such significance warrants comprehensive
study to determine the ability of the local agency to provide adequate
services to regional facilities; and
WHEREAS, no attempt to obtain local citizen input regarding the potential use
of a portion of the Weapons Station for regional park purposes.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Seal Beach,
California to express its opposition to the proposal by the Orange County
Environmental Management Agency to consider a portion of the Seal Beach Naval
Weapons Station for regional park purposes.
BE IT FURTHER RESOLVED that certified copies of this resolution be forwarded to
the Orange County Board of Supervisors, the Orange County Environmental Management
Agency, U. S. Congressman Mark Hannaford, the U. S. Department of Defense, and
the Commanding Officer of the Seal Beach Naval Weapons Station.
