THE PLANNING COt1tHSSION MET IN REGULAR SESSION Otl WEDNESDAY.
AUGUST 16, 1980, IN THE COUNCIL CHA}lBERS OF THE CITY ADMINIS- .
TRATION BUILDING, 211 8th STREET. THE MEETING WAS CALLED TO
ORDER BY CHAIRl1AN COVINGTOil AT 7:30 P.M. AND THE PLEDGE TO
THE FLAG WAS LED BY THE CHAIRMAN.

Minutes of the July 16. 1980 meeting were approved as corrected.
1. Pu~lic Hearings
'A. CP-1l-80 at 620 Pacific Coast Highway
Conditional Use Pennit for On Sale Beer and Wine in, conjunction with
,the Seafood Broiler restaurant at 620 Pacific Coast Hignway. Public
. Hearing opened. Raymond Horvingatin. 630 Coastline Drive, spoke'
in opposition to the CUP on the basis of existing light from the
,center, noise ,frem the existing businesses and odo~ frem the
existing fish restaurant. .Tem Skilmore, 530 Coastline Drive.
recommended that the center lighting be w.odified to redu:e light
and glare and a berm be installed to reduce noise from the center.'
Phil Allen. architect for. center. stated that Mr. Watson is not
satisfied with the lights as they exist. The lig~ts were changed
once by the manufacturer and will have to be changed again. Tr.e
c~mer will investigate all possible ways to control cdors and n01se
frem the center.
Pubiic Hearing closed.
Knapp moved to approve CP-11~80 by adoption of Resolution 1215.
Seconded by Leibert and unanimc~sly approved.

Staff presented a report on the H/CD rogra~ for the last six years.
, This ,meeting is both a study session and public he3ring to solicit,
c~ants from the public on the past HIeD activities and potential
projects for the seventh year. '

The CuT.m1ssion suggested that Staff use a deer to door flyer informing
people of the H/CD program and calling a special Saturday meeting
to solicit public input on the program.
Staff rec~;mended that the Commission consider a lo~-interest loan
program for rehabilitation of cwner-occupied single family. residences.
Public Hearing closed. Hearing was ,continued to August 20. 1930.
2. Oral Communications
A. Covington asked for a status report on the Hellman Prop~rty.
Staff reported that the Hellman developr.p-nt is being held up due to
questions raised by Fish and 'G~T.es' Wetland Mapping.
