MINUTES OF THE PLANNING COMMISSION MEETING OF AUGUST 20, 1980
THE PLANNING COMMISSION MET IN REGULAR SESSION ON WEDNESDAY,
AUGUST 20, 1980, IN THE COUNCIL CHAMBERS OF THE CITY ADMINIS-
TRATION BUILDING, 211 8th STREET. THE MEETING WAS CA~LED TO
ORDER BY CHAIRMAN COVINGTON AT 7:3D P.M.
Chairman Covington adjourned the Planning Commission meeting to a joint
meeting of the City Council and Planning Commission on the Hellman Land.
Chairman Covington, reconvened the Planning Commission meeting at 13:50 P.M.
PRESENT: Knapp, Covington, Leibert, Gilkerson,
ABSENT: Ripperdan
The minutes of the August 6, 1980, meeting were approved as submitted.
PUBLIC HEARINGS
A. CP-12-80 at 12241 Seal Beach Blvd.
Conditional Use Permit for on-sale beer and wine in conjunction with the
, Parasol Restaurant at 12241 Seal Beach Boulevard in the Rossmoor Business
Center; ..
Secretary reported that the applicant agreed to continue the matter
until the first meeting in September because of the length of the joint
City Council/Planning Commission meeting.
With the consent of the Co~mission, Chairman ordered the matter continued
until Wednesday, September 3rd at 7:30 P.M.
B. Housing/Community Development (H/CD) Program for Year VII
The Public Hearing is for the purpose of selecting projects to recommend
to City Council for seventh year funding of the H/CD Program.
Public Hearing Opened. There was no one in the audience who spoke.
Secretary explained that the City received approval in the sixth year for
a $20,000 grant for an affordable housing site study which would determine:
1. The need for affordable housing
2. The people to benefit (elderly, handicapped,
samll family or large family)
3. Appropriate site locations
4. 'Other affordable housing programs
Due to the funding years and HUD's release of funds, the sixth year program
has not been funded to date. Consequently, the Planning Commission will
have to select programs for seventh year which anticipate the results
of the $20,000 study.

The Commission discussed a Pilot Grant/Loan program for the rehabilitation
of owner occupied single family residences of low/moderate inc~e families.
The proposal would request $50,000 initially, with a provis~on to expand
the program in'future years if the demand warrants.
The Commission asked for clarification of this program. Paul Zierer,
H/CD representative explained that interest rates and length of loans vary
with each individual circumstance. Loans can range from 4~ interest to
within 2% of prime interest. Loan repayments can stretch out for 15 years
depending upon individual circumstances.
In conjunction with the program and based upon ,current inforo.ation provided
in the joint City Council/Planning Commission meeting, the C~ission
discussed the possibility of applying for housing cost reduction funds to
be used towards affordable housing on the site of the Hellman property,
should the $20,000 study select this site as suitable. Public Hearing
Closed.
The Commission unanimously recommended to City Council the following two
projects for seventh year H/CD program:
1. $50,OOD Pilot program for Housing Rehabilitation
grants and/or loans for owner occupied single
family residences for low/moderate incOMe families.
2. $100;000 housing cost reduction progr~ for 100
dwelling unit affordable housing/new construction/
senior citizen housing project consistent with the
results of the $20,000 affordable site study (year VI)
