THE MEETING WAS CALLED TO ORDER BY CHAIRMAN RIPPERDAN AT 7:30 P.M. AND THE PLEDGE TO THE FLAG WAS LED BY VICE-CHAIRMAN COVINGTON. PRESENT: Ripperdan, Covington, Leibert, Gilkerson EXCUSED ABSENCE: Knapp The minutes of the August 20, 1980 meeting were ,approved as submitted. PUBLIC HEARINGS, A. CP-12-80 at 12241 SEAL BEACH BLVD (Con't) Conditional Use Permit for on-sale beer and wine in conjunction with the Parasol Restaurant at 12241 Seal Beach Boulevard in the Rossmoor Business Center. This Public Hearing was continued from August 20, 1980, due to the length of the Special Joint City Council/Planning Commission meeting. Public Hearing opened. Covington asked if the seating capacity of the restaurant was sufficient to accomodate the beer and wine. Secretary said that staff expected no problems and noted that other, smaller, restaurants serve beer and wine with no problems due to size and/or seating capacity. Public Hearing Closed. Covington moved to approve CP-12-80 by adoption of Resolution No. 1217; seconded by Gilkerson and unanimously approved by members present. RESOLUTION 1217 ORAL COMMUNICATIONS None WRITTEN COMMUNICATIONS A. Letter from Bay City Center Secretary presented a letter from Bay City Center on four areas of potential concern; landscape berm, light glare, food odors and trash areas. A memorandum from the Chief Building Inspector on the results of a lighting test was distributed. The test revealed that the center lighting increased light on surrounding properties by only .001 foot candle which is considered "to be insignificant. ' The Commission discussed the proposed berm and recommended that a berm might be used to partially screen cars in the parking areas from the road. Staff will work with the property owner on the potential location and type of benn. \,.f I: . \. . Minutes of September 3, 1980 Palle 2 . REPORT FROM SECRETARY Secretary announced that a proposed amendment on Home Occupations in residential zones would be before the Commission for Public Hearing at the next meeting. In the near future,.Staff will be bringing the zoning ordinance to the Commission for a Chapter by Chapter review and for amendments as needed. Ripperdan asked about the status of the Architectural Review Board. Secretary stated that the A.R.B. has been on hold for a number of months. However, now that interest has been shown in property maintenance standards, the Planning Commission may wish to lObby for Council approval on the proposed Architectural Review Board.
