MINUTES OF THE PLANNING COMMISSION MEETING OF OCTOBER 1, 1980
THE PLANNING COMMISSION MET IN REGULAR SESSION ON WEDNESDAY,
OCTOBER 1, 1980, IN THE COUNCIL CHAMBERS OF THE CITY ADMINIS-
TRATION BUILDING, 211 8th STREET. THE MEETING WAS CALLED TO
ORDER AT 7:30 P.M. BY CHAIRMAN COVINGTON, THE PLEDGE TO THE
FLAG WAS LED BY VICE CHAIRMAN GILKERSON.

The minutes of the September 17, 1980 meeting were approved as submitted.
1. PUBLIC HEARING
A. 1001 ~eal Way, Tentative Parcel Map 80-10D3, CP-13-80
Secretary outlined a history of the property, the building was
approved with \ unit over density, 9/1D percent over lot cover-
age and with substandard rear yard setback by variance due to
topography. The building was constructed in 1973, secretary
reviewed the projects' compliance with policy resolution
#1162 and the proposed parking plan which would provide 10
total parking spaces for four units which exceeds code require-
ments, the existing parking space dimensions (8' x 19') and
the corner of 4 space dimensions which are not covered.
Letter from John Szczerban, 1105 Seal Way, in favor of the
project was read into the record.
Public hearing opened. Kent Sanders, 39D2 Albury Avenue,
Long Beach was present representing the applicant. He will
be preparing the CC & R's on the project. The applicant is
in agreement with all proposed conditions in the staff report.
Ripperdan asked about the parking dimensions shown on the
tentative parcel map. Secretary noted that the parking dimen-
sions (8' x 19') in the staff report are correct as verified
by field measurements. '
Gilkerson asked about the location of the laundry facilities.
Secretary explained that the common laundry facility was
located at the carport level in a laundry room and was served
by a separate hot water heater. It was also pointed out that
the building was all electric and therefore the building had
no gas lines or meters. Covington asked about the possibility
of providing some permanent landscaping for the project.
Secretary pointed out that the commission has the ability to
impose landscaping as a condition of approval.
Public hearing closed.
Leibert moved to approve CP-13-80 by adoption of RES 1219 with
the addition of an additional condition:
"Permanent landscaping to be installed to the satisfaction
of staff."
Motion seconded by Ripperton and unamiously approved. RES 1219

Gilkerson moved to recomr.end approval of tentative parcel map
aO-l0D3 by adoption of Resolution 1220. Motion seconded by
Leibert and unamiously approved. RES 1220

4. REPDRT FROM SECRETARY
A. BAY CITY PLAZA, REVlEW AND UPDATE
Jim Watson, 101 ~~in Street, Seal Beach was present to discuss
the status of some previously reported areas of concern, up-
date the commission on the types of tennants that are located
in the center, the parking situation and proposed additional
tennants.

The areas of previous concern are:
a) Lighting which has been modified and tested.
In addition, the glass facing the houses across
Pacific Coast Highway will be blacked out to further
reduce light to the houses.
b) Berm along Pacific Coast Highway has not been in-
stalled. The Planning Commission is requested to
provide direction on type/height etc. of berm if
they wish to have it installed.
c) Trash problem solutions are in design stage
with planning staff. An enclosed patio type
wall will be used to screen trash from restaurant Koi.

Raymond Hordovin, 530 Coastline Drive, agreed that the lighting
problem has been resolved. He wants a berm installed to reduce
noise and light glare to neighboring residential property.
If the berm is not installed he wants factual information to
justify not installing it.
Covington favors a landscaped berm for the following reasons:
1. Reduction of headlight glare from parking lot.
2. Reduction of automobile noise both from Pacific
Coast Highway to,the center and from the center
to Pacific Coast Highway. Night noise is more
offensive than daytime noise to residences.
3. Safety to people in the center from autos on
Pacific Coast Highway.
4. Aesthethics.

After considerable discussion the Planning Commission deter-
mined that a berm should be installed along Pacific Coast
Highway. The berm should be rolling berm approximately
24" x 30" at it's highest, it should drop down to grade near
the existing signs and should be held back 12' from d~ive-
way entrances to insure sight clearance and safety. The
final designs should be submitted to the planning department
for approval.
Jim Watson gave a brief report on the existing tennants and
vacant suites in the buildings. Proposed additional uses
include two restaurants, one specialty market and one insur-
ance company.
A report on the existing parking situation was given with a
proposal to more efficiently use parking by applying 50% of
the strictly "daytime use" required parking to nightime uses
such as restaurants.
After discussion, the Commission ruled that this method of
using parking was appropriate for the center.
