THE CITY COUNCIL OF THE CITY OF SEAL BEACH, CALIFORNIA, DOES ORDAIN AS FOLLOWS: Section 1. That the annexation of the territory included within the boundaries of Annexation No.: 66-1 to the City of Seal Beach is hereby approved, and said territory more particularly described in Exhibit "A" attached hereto and made a part hereof by reference, is hereby annexed to and incorporated in tpe City of Seal Beach, County of Orange, State of California. Section 2, That from and after the effective date of this ordinance, and the filing of a certified copy thereof with the I Secretary of State of the State of CalLfornia, the annexation of the , territory herein described shall be deemed to be and be, to all intents and purposes, a part of the City of Seal Beach, and from and after the effective date of such annexation, all property therein shall be sub- ject to taxation equally with the property within the City of Seal Beach except that no property therein shall be taxed for bonded indebtedness incurred or authorized prior to the effective date of this ordinance. i Section 3. This ordinance is! an urgency measure and shall become effective immediately upon its aaoption by the City Council. The following facts constitute the urgency: The present fire fighting and police services are inadequate for fhe preservation and protection of both the property to be annexed and ~he contigious property presently within the ~ity. This constitutes an urgency for the health, welfare, aI).Q, !il!if~,ty,of the community and the owners and occupants of the area to be annexed. The completion of this an~exation is necessary to allow the City of Seal Beach to provide thes~ necessary services. Section 4. Severability. If any section, subsection, sentence, clause, phrase, or portion of this ordinance, or the appli- cation thereof to any person, firm, corporation or circumstance, is for any reason held to be invalid or u~constitutional by the decision of any court of competent jurisdiction,1 such decision shall not affect the validity of the remaining portions jof this ordinance. The Council of the City of Seal Beach hereby declares that it would have adopted this ordinance and each section, sub-s~ction, sentence, clause, phrase, or portion thereof, irrespective of thel fact that anyone or more sections, subsection, sentence, clause,: phrase, or portion be declared invalid or unconstitutional. 1 I I / Ordinance Number Section 5.
