A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SEAL BEACH, CALIFORNIA AMENDING THE POSITION
CLASSIFICATION PLAN REVISING THE JOB DESCRIP-
TIONS OF POLICE SERGEANT AND POLICE LIEUTENANT
AND DELETING THE POSITION CLASSIFICATION OF
FIRE LIEUTENANT.
The Personnel Officer in consultation with the City
Manager and Chief of Police has recommended the revision
of the job descriptions of r-01ice Sergeant and Police
Lieutenant to improve the description of duties, to
change the educational requirements and qualifying
experience; and
The Civil Service Board has reviewed the proposed
revised job descriptions and proposed deletion and
has recommended adoption of the proposals; and
The revised job descriptions for Police Sergeant and
Police Lieutenant are made a part of this resolution
as exhibits A and B respectively;
NOW, THEREFORE BE IT RESOLVED that the City Council of the City of
Seal Beach, California does hereby amend the Position
Classification of the City revising the job description
of Police Sergeant and Police Lieutenant and deleting
the position classification of Fire Lieutenant.
PASSED, APPROVED AND ADOPTED by the City Council of the City of
Seal Beach, California at a meeting thereof held on~a~ day

DEFINITION
Under general direction of a Police Lieutenant as Watch
Commander, serve as a field patrol supervisor or as
supervisor of the Detective Division or administrative,
records or training supervisor, on an assigned shift or
carry out special assignments in investigation.
DESCRIPTION OF DUTIES
Principal areas of work assignment may include:
Field Patrol Supervisor - Supervise officers in patrolling
their assigned beats; assign patrol districts, special
details and shift work; conduct roll calls and give
special orders and instructions for the shift; advise
and answer questions for officers in the 'field; ~ake
field decisions on the dispatching or deployment of patrol
cars in answering calls or emergencies; supervise and
perform investigations and interrogations during an
assigned shift; assist in a~ployee counselling and discip-
linary matters; appear in Court to give testimony and
'evidence; may relieve the watch commander in his absence
or at his direction.
Detective Sergeant: Supervise the Detective Division
activities by coordinating the juvenile program with
County and S~ate officials, advising and counseling parents
and juveniles, and reviewing and making recommendations
for the disposition'of all matters pertaining, to juveniles;
or assist in supervising the adult investigative- activities
of the Department by reviet.ing the t.ork' of subordinate
officers and advising them on technique procedures, and
points of law. '
Training Supervisor: Coordinate recruiting and selection
of personnel; coordinate the recruit training program;
develop and administer the in-service training; coordinate
supervisory training; research and review law and court
decisions and assist in developing appropriate policies
and procedures in training program; conduct personnel
applicant investigations. May also be responsible for

v. JOB REQUIREHENTS
A. Education: At least 30 sem~ster units of college
in Police Science, Administration, Political Science,
Sociology, or some other,related ~ield.

B. Related Experience: Three years of professional
police experience with a puqlic agency, including
one year as a ~olice Officer with,the Seal Beach
Police Department.

C. 'Licenses and Certificates: Valid California Driver's
License and a 'Basic POST Certificate.
D. Special Skills, knowledge, and abilities: Knowledge
of criminal law, invest;:igation, and crime prevention
methods; h."Tlo~.ledge of the rules of evidence and the'
laws governing the custody of persons; kno~.ledge of -
the capabilities and lind.tations of operating units
in the department and the ability to deploy personnel
effectively; ability to direct personnel in their
work and advise them on technical police problems;
knowledge of pplice records; ability to analyze law
enforcement problems and adopt effective programs for
action; ability to plan and coordinate the work of
subordinates; ability to prepare accurate and compre-
hensive ~eports; ability to interview ~nd interrogate
in a firm and tactful manner; ability to establish
and maintain effective relationships with the public,
and with,fellow officers.

Ommander, plan, direct, and supervise the activities of
a division on an assigned shift, or perform as supervisor
,responsible for a specialized function on a comparable
level; perform related work as required.
II. DESCRIPTION OF DUTIES
