MINUTES OF THE PLANNING COMMISSION MEETING OF MAY 20, 1981
THE PLANNING CO~lMISSION MET IN REGULAR SESSION ON WEDI~ESDAY,
MAY 20, 1981, IN THE COUNCIL CHP.t~BERS OF THE CITY ADI,UNIS-
TRATlON BUILDING, 211 8th STREEl, SEAL BEACH. THE MEETING
WAS CALLED TO ORDER AT 7:30 P.M. BY CHAIRMAN COVINGTON AND
THE PLEDGE TO THE FLAG WAS LED BY VICE-CHAIRMAN GILKERSON.
PRESENT: Knapp, Gilkerson, Leibert, Covington, Ripperdan
ABSENT: None
The minutes of the May 6, 1981 meeting were approved as submitted.

After a brief report from the Secretary, by unanimous consent, the item
was continued for 60 days until the second Planning Commission meeting
in July.
B. BARRO'S PIZZA, 500 Pacific Coast Highway, CP..3.81
Conditional Use Permit for on-sale beer and wine in conjunction \~ith
a proposed italian restaurant at 500 Pacific Coast Highway, Secretary
gave a staff report on the application, Public Hearing Opened.
Christine Glasgow, applicant, spoke brief"ly on the intent of U"c
consumption of beer and wine.. No one fr'om the audience spoke for or
against the application. Public Hearing Closed. Ripperdan moved
approval of the CUP with conditions; seconclGd by Leibert ane! unardmous 1.1'
approved.

C. Amendments Allowing Mobile Homes (J't R,] Lots
Secreta ry gave a 1 engthy synops i s of the r'eports and memol"ilndl'fIls from
the City Attorney's office regarding concerns and interpretation~, of
Senate Bill 1960 by the Department of Housing and Community Development
and the League of California Cities. I~l", Covington expressed concern
regarding the Architectural Review Board (AilS) documentat'ion a.nd
approval by City Council. Secretary responclGd to the qucstior; adv';c'ir,(!
the Commission of the need to revise the ARB guidelines. . Mr. CovingteJfI
asked if the ARB criteria would be on the next Council agenda. Secretary
stated it would be before the Council prior to July 1. Public Hearing
Opened. No one spoke for or against the amendments. Public Hearing
Closed. Gil kerson moved approva 1 of 1.1 Ie attached resol ut ion; secol',ded

D. Resolution on Environmental Findings
City Attorney explained to the Commission that the adoption of the
attached resolution was a procedural matter si..I1ce Public Hearings had
previously taken place before the Environmental Quality Control Board
(EQCB), and that the EIR had been approved and certified by that
Board. After some discussion on the item, the Planning Commission
agreed to act on the resolution following a joint Public Hearing
on items E & F of the agenda.
E & F. Amendments to the General Plan & Hellman Specific Plan
Secretary gave a joint Staff Report on the Amendments to the General
Plan and the Hellman Specific Plan. Secretary intl"oduced Mr. George
Putnam,. Seni or Vi ce-Pres i dent, Ponderosa Homes, 22 Bus i ness Centel' Dr.,
Irvine,'California.
Mr. Putnam spoke to the Commission and audience regarding the extension
of First Street to Seal Beach Blvd. which is in compliance with major'
arterial standards. The extension will relieve present traffic on
Bolsa. Avalon extension was deleted. Mr. Putnam spoke about the,
18 acre dedicated park at no cost to the City as well as preserv'irlg
Gum Grove Park which will also be dedicated to the City through the
purchase of the property. At this time, Mr. Putnam clarified severill
items for the audience in reference to a'flyer which was circulated
through the City. He stated that grading ~lOuld take six months to
complete (weather prevailing) not five years and that dust control
in the area would be in compliance with California Air Quality standards.
Private recreati onal areas would be maintained by the f1omeowncrs
Association, but until the formation of same, the devcloper would be:
responsible. He explained the set back of the homes along the eilrth-
quake .fault stating that a 120 foot buffer strip along the fault would
be maintained being 60 feet on each side. Notat'ion was made that the
certification of the final Tract Map would guarantee publ'ic improveme~nts.
Mr. Putnam stated that further comments would be held until the end .
of the hea ri ng to enable him to answer the concerns expressed by members
of the audience. Public Hearing Opened.
Gordon Shanks, 215 Surf Place, questioned procedural matters of the
Commission on the Environmental Findings and asked for clarification.
Secretary stated that the City had delegated author'ity to the EQCIl for
approval and certification of the EIR which had Geen done in Apl"il.
Mr. Shanks opposed the Hellman Speci fi c Pl an ancl as ked if any othcr type
of options had been considered. Mr. Shanks expressed concern regard'in~1
the excessive land movement, obstruction of vie" from homes on the, Il'il'\,
liquefaction and City liability, and questioned the increment funding to
generate Redevelopment funds to pay back t.he City.
Commissioners Knapp and Covington advised the audiencc that, the Ill,nlllan
project was never considel'ed to help bail out the City for funds.
Allen Parker, City Manager, briefly clarif'ied the financial picturc
of the City and stated that tax increments does not mean it will flow

to the City's General Fund through the Redevelopment Agency.
Secretary futher explained that there had been ten (10) different
projects proposed and that all options had been considered during the
joint meetings of the Planning Commission and ~ity Council.
Mitchell Grayson, 140 Coastline, Chairman of the EQCB, spoke about the
certification of the EIR as a good faith document; thDt the Board had
had some reservations but that after several hearings, the EIR had
been adopted with amendments.
Richard Gunna rson, 965 Ca ta 1 i na, opposed the project Dnd expressed
concern regarding wetlands, preservation of animal life in the area and
public safety. . Mr. Gunnarson was of the opinion that the Hellman Pliln
had been altered and asked for clarification.
Hal Halldin, 635 Silver Shoals, favored the proposed project but hila
concerns regarding the distribution of fill from the e,lst side of
the site to the west side and the preservation of wildlife on the site.
George Supple. 1605 Merion Way, expressed concern regard'ing odor of
oil drilling operations once it reaches the surface; the location and
purpose of a pump stati on as to water run-off; earthquclke fault zOlle of
50' and City liability regarding setback distances frolJl the fDulL
Darlene Chaffy, 1733 Cres tvi ew, expressed concern of t'oden t contra 1
when grading begins. She also asked if the Marina Hill residents
would be allowed to use the proposed green be It and its ac:cess i b'j 1 Hy
to the Hill people.
Mike Stanford, Crestview Avenue, opposed the proposed projec:t st<:ting
his concern of over populating the City.
Doug Armfield, 1737 Crestviel'!, opposed the proposed pi"oject stating lie
likes the small town atmosphere.
Mr. Grayson spoke about the Rodent Abatement issue and questioned if the
developer would be responsible for the duration of the project.
Joyce Risner, 845 Driftwood, favored the project and stDtI:d thJt the
Seal Beach growth pattern over the years was approxim:: l,,~ly 1/10 (); 1%
per year.
Mr. Covington stated that the population of Seal Beilc:1 harJ drO!1l'c:' since
the last census was taken.
Joe Gallon ,1119 Ocean Avenue, opposed the proposed pi^oject and
expressed hi s des ire to voi ce an opi ni on through a vo::r. Dl: a ball at

Mr. Covington advised Mr. Gallon to address his CouncilmDn on a ballot
issue.

'. ' Jim McNerny, 1771 Crestview, spoke about preserving the terrain by
( - placing the Condominiums in the designated park area and visa versa.
Mr. Gallon questioned plans to increase police protection in the proposed
project.
Allen Parker, City Manager, stated the increase had been discussed but
that there had been no decision on the matter.
Public Hearing Closed. At this time, Mr. Putnam readdressed the audience
and Commission in order to answer questions and issues that had been
raised during the Public Hearing.

The relocation of condos and park cannot be interchanged due to the
fact that the park area is unsuitable for homes because of the oil
production in the area - active oil field.
Noise along Seal Beach Blvd. in reference to the condominiums -
condo's will be 30 feet below the road; a consultont will be hired
for noise attenuation - possibility of a wall.
After meeting with Police and Fire, the cul-de-sacs in the proposed
project would be the best accessibility to Gum Grove Park.
There have been no changes to the original plan other than those
requested by City Council and the Planning Commission which were
minor.
(5) Development timing will be 5-7 years to complete with construction
beginning the second quarter in 1982 or possibily 1983.

Knapp questioned the height limit of 35 feet in the EIR report as
opposed to the 30 foot limit as called out in the Specific Plan.
Secretary stated that the 35 feet in the EIR was given to show the effect
of a worst possible case.
At the conclusion of the Public Hearing for items E and F of the Agenda,
the Commission took the following actions on the attached resolutions.
Resolution to adopt the Environmental Findings: Leibert moved to
approve the Environmental Findings as amended; seconded by Ripperdan
and unanimously approved. RESOLUTION 1126
Knapp moved to approve the proposed amendment to the General Plan;
seconded by Ripperdan and unanimously approved. RESOLUTION 1127
Ripperdan moved to approve the Hellman Specific Plan after a bri~f
~iscussion; seconded by Leibert and unanimously approved.

ORAL COMMUNICATIONS
George Supple spoke briefly on his intent: of attending the meeting
to allow the.Planning Commission to resolve items he viewed as potent~~l
problems prior to going before the Council.
