A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SEAL BEACH, CALIFORNIA, STRONGLY URGING CONGRESS
AND THE PRESIDENT TO TAKE ACTION TO INCREASE THE
EFFICIENCY AND PRODUCTIVITY OF THE U.S. POSTAL
SERV ICE.
WHEREAS, the timely delivery of mail has long been recognized as a major
responsibility of government; and
WHEREAS, efficient delivery of the mail is essential te the strength of
this country's basic institutions as well as its lifestyle; and
WHEREAS, the intent of Congress and the President in approving the Postal
Reorganization Act of 1970 was to establish a better and more
efficient postal system; and
WHEREAS, the Postal Reorganization Act of 1970 established the U. S. Postal
Service as an independent non-profit corporation of the government
empowered to appoint Postmasters, to set postal rates, and postal
workers' salaries; and
WHEREAS, the postal service's authority to set postal workers' salaries
through the collective bargaining process has resulted in spiraling
labor costs; and
WHEREAS, the postal service's decision to provide "no layoff" clauses in its
labor contracts is considered, at best, ill conceived and patently
at odds with the intent of the Reorganization Act; and
WHEREAS, the "no layoff" clause is particularly reprehensible in light of
reduced mail volumn which is reported to be at its lowest point
since the Depression; and
WHEREAS, it is generally recognized that postal service has deteriorated
significantly during ~he past five years; and
WHEREAS, private enterprise has demonstrated, through the United Parcel
Service experience that postal delivery systems can be both
economical and efficient;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Seal Beach,
California, does hereby urge the President of the United States and the Congress
to take action to increase the efficiency and productivity of the U. S. Postal
Service by considering the following:
1. Amendment of the Postal Reorganization Act to provide for
decentralized collective bargaining with an absolute prohibition
of "no layoff" clauses in local of national labor contracts;
2. Modification of the Postal Rate Commission's procedures to
allow decisions to be made more timely and thereby more
appropriate to changes in use and demand;
3. Immediate and careful consideration of private express statutes
presently before Congress which would allow greater use of free
enterprise in postal delivery;
4. Maintenance of current service levels insofar as Saturday
delivery and essential post office functions are concerned.

BE IT FURTHER RESOLVED that the City Clerk is hereby directed to send
copies of this Resolution to all Orange County cities and our appropriate
legislators.
