MINUTES OF THE PLANNING COMMISSION MEETING OF JUNE 3, 1981
THE PLANNING COMMISSION MET IN REGULAR SESSION ON WEDNESDAY
JUNE 3, 1981, IN THE COUNCIL CHAMBERS OF THE CITY ADMINIS-
TRATION BUILDING, 211 8th STREET, SEAL BEACH. THE MEETING
WAS CALLED TO ORDER AT 7:30 P.M. BY CHAIRMAN COVINGTON
AND THE PLEDGE TO THE FLAG WAS LED BY VICE-CHAIRMAN GILKERSON.

ABSENT: None
The minutes of the May 20th meeting were approved as amended.
PUBLIC HEARINGS
A. V-I-81, 13916 Seal Beach Boulevard
Application for replacement sign (plex-face change) to an existing 50'3"
high sign with 192 sq. ft. of area per face of a double faced sign at
13916 Seal Beach Blvd. in the leisure World Shopping Center. Secretary
presented a staff report. ' Public Hearing opened.
Rod McKenzie, representative for Heath & Company, 3225 Lacy Street, Los
Angeles, stated the sign was only a plex -face change not a new sign.
The change affects 900 banks in 11 Western states, showing a change of name
only from United California Bank to First Interstate Bank. Mr. McKenzie
asked when signs must be brought into conformity with the sign ordinance.
'. Secretary noted that the amortization period is over in Jal"uary, 1984.
Covington asked about City contact prior to designing signs.
Mr. McKenzie stated that he was informed that all sign changes require
Planning Department approval and he was informed of the City sign regulations.
He also stated that if this sign is approved, the bank would agree to bring
it into conformance with the ordinance in 1984.
Gilkerson noted that other signs in the center have been brought into con-
formity with the ordinance and noted that the UCB in the Market Place shopping
center is significantly smaller than this proposed sign.
Gaylon Werd, Manager of the Bank, stated that if the replacement sign is
approved, the sign will be brought into conformity as required by the
amortization period.

Public Hearing Closed.
Covington asked when the ordinance became effective and what constitutes
change. Secretary stated that the ordinance became effective in January,
1979 and new sign copy constitutes change.
Covington asked about the number of variance requests for signs since 1979 and
the number of signs which have been modified to comply with the ordinance.
Secretary replied that no other variance requests have been filed and dozens
of signs have been modified to comply with the ordinance.

Ripperdan moved to deny the variance application; seconded by Gilkerson
and unanimously approved.
A resolution reflecting Commission action will be prepared for Commission
adoption at the next meeting. Applicant was informed of the appeal procedure.
B. V-2-81, 207 11th Street
Application for construction of a duplex with tandem parking at 207 11th
Street. Secretary read a statement into the record stating that when he
came to the City 2~ years ago it was common to have multiple variance
requests at each meeting. During the first month, six separate variance
requests went to the Planning Commission. Since that time, only two '
variances have come before the Commission and the first had a
recommendation of denial. Due to the interest in this application,
the 1978 actions establishing the present densities were reviewed to determine
how and why the current densities were put into effect. Based upon the
above information, the original staff report recommended altering zoning
regulations rather than granting a variance. The staff recommendation
at this time is denial based upon granting of special privilege. Secretary
also read a letter into the record from Tom Greeley, opposing the request.
Public Hearing Opened.
Mrs. Peterson, 13210 Southport and Victor Peterson, spoke in favor of the
variance based upon the site location on a block containing all multi-
unit, multi-story buildings. Mrs. Peterson stated she wishes to live on
the property but the present residence is too small. The other proposed
unit would be occupied by other family members.
Gilkerson noted that all properties listed in the applicants submittal are
nonconforming and may not be rebuilt if destroyed.
Covington asked if the City was contacted prior to preparing plans and
applying for the variance. Victor Peterson said that his architect did
speak to someone at the City.
Secretary noted that he spoke with the architect but did not anticipate
tandem parking as part of the application. City assumed two parking
spaces off-street, with City Engineer/City Council approval.
Ken Hamdorf, 208 3rd Street; spoke in opposition to the variance based upon
past City actions to reduce density. He opposes the application on
principal. The City has a balance now which we should maintain.
Two additional persons spoke in opposition to the application stating the
the reasons of occupation of single family residences by groups of people
and the parking impact on the neighborhood this type of situation causes.
Public Hearing closed.
Secretary spoke of previous applications denied on minor additions to a
kitchen as well ,as applications approved for tandem parking on condominium
conversions.
Covington asked if similar variances had been approved. Secretary replied
that none had been approved since 1978.
Gilkerson moved to deny V-2-81; seconded by Leibert and unanimously approved.

A resolution reflecting Commission action will be prepared for adoption
at the next,meeting. Applicant was advised on the right of appeal.
NEW BUSINESS
A. Proposed Noise Ordinance
Secretary presented a staff report on proposed noise ordinance for public
hearing on June 17th. It was recommended that the Commission review the
ordinance and raise questions or suggest changes for incorporation in
the final ordinance.
Covington asked about an ordinance to control odor. Secretary suggested
odor be handled by separate action.
SUBJECTS COMMISSIONERS MAY WISH TO DISCUSS
Gilkerson asked about 216 Central Avenue shich may be illegally converted
into two units after a final inspection. Secretary noted that code
enforcement would be able to resolve the problem. Gilkerson asked about
320 10th Street and section 28-2401 dealing with abandoned non-conforming
buil di ngs.

Ripperdan suggested some nomenclature for zones such as R-l, R-2,
and R-3 which would clearly define uses on the properties.
Covington suggested that in cases where lots can accomodate half or more
of a unit, some mechanism be available to allow one additional unit to
be built. In addition, more units should be allowed on combined lots.
There was no report from the Secretary.
