MINUTES OF THE PLANNING COMMISSION MEETING OF JUNE 17, 1981
THE PLANNING COMMISSION MET IN REGULAR SESSION ON WEDNESDAY,
JUNE 17, 1981, IN THE COUNCIL CHAMBERS OF THE CITY ADMINIS-
TRATION BUILDING, 211 8th STREET, SEAL BEACH. THE MEETING
WAS CALLED TO ORDER AT 7:30 P.M. BY CHAIRMAN COVINGTON AND
THE PLEDGE TO THE FLAG WAS LED BY VICE-CHAIR~~N GILKERSON.

The minutes of the June 3rd meeting' were approved as corrected.
PUBLIC HEARINGS

A. Proposed Noise Ordinance
Secretary presented a Staff Report on the proposed noise ordinance which is
modeled after the Orange County's Noise Ordinance. This proposed ordinance,
along with the County Enforcement Program, was recommended for Commission
adoption due to the County's success with the ordinance and the low cost for
County enforcement of the ordinance within the City limits. Commissioner
Ripperdan suggested amending the ordinance to reflect more contro1 over noise
produced and received in commercial and industrial zones. Commissioner
Covington agreed to this proposed addition to the ordinance. Commissioner Gilkerson
asked if the existing City noise provisions would be in conformance with the
proposed County ordinance and wou1d the County agree to enforce the City's existing
noise ordinances. Commissioner Leibert asked about County response time to City
noise complaints and if the County would respond during non-working hours.
In response to a question by the Commission the Secretary noted that the City
does not presently have a noise enforcement capabi1ity except the Police. Staff
wi11 check with the County on enforcement of existing City noise ordinances,
potential conf1icts between the proposed noise ordinance and existing regu1ations
and look into amending the County ordinance to include commercial and industrial
noise regulations.
Public Hearing Opened. No one spoke. With concensus of the Commission,
Chairman Covington continued the Public Hearing to Ju1y 1st.
ORDINANCES AND RESOLUTIONS
A. Resolution No. 1129
Proposed resolution denying V-1-81 ,for a sign at 13916 Seal Beach Boulevard.
Secretary announced that the applicant has appealed the denia1 to City Council.
Ripperdan moved to adopt res01ution No. 1129; motion seconded by Gi1kerson and
unanimously approved.
B. Resolution No. 1130
Proposed resolution denyi,ng V-2-81 for a dUplex with tandem parking at 207 11th
Street. Secretary announced that no appeal was filed on this denial. Gilkerson
moved to adopt resolution No. 1130; motion seconded by Knapp and unanimously approved.

H/CD Amendments to 7th Year Application
Secretary asked that this item be removed from the agenda at the City Manager's
request. There are some procedural matters to be reviewed and resolved prior
to the City modifying its Grant application.
Commissioner Covington asked if it is possible for the City to loan funds from
one H/CD project to another with a condition to repay the funds in the future.
Mr. Covington added that since the proposed Hellman development may still be some
years away from construction, a loan from the Housing Cost Reduction Grant to
the Trailer Park might be preferrable. Mr. Covington also asked about the $20,000
H/CD study grant.
Secretary reported that the contract was recently signed by the County but the
City has not yet selected a consultant or put the study money into effect. The
Secretary stated that when the study is complete it is hoped it will determine
the need for, and location of, affordable housing existing in Seal Beach. The
results of the study together with the 1980 census data should put the City
in a position to better determine their needs and ultimately their policies.
A brief discussion followed on the County procedures for transfer of affordable
housing units between projects.
SUBJECTS COMMISSIONERS MAY WISH TO DISCUSS

Commissioner Gilkerson asked about a trailer parked in the street on Ocean
Avenue in front of a house under construction. The trailer appears to be used as
a residence during construction.
Secretary stated that the location of trailers or other objects in the public
street are under the jurisdiction of the Public Works Department and they will
be notified and asked to look into the situation.

Commissioner Covington asked about the Zoning Inspector. The Secretary reported ,
that the Zoning Inspector is presently overseeing the City's Trailer Park activities.
It appears that the Zoning Inspector may be transferred to the Redevelopment
Agency in the 1981-82 proposed budget. If this happens, another Planner will be
requested by the Department. After discussion, Commissioner Covington moved to
recommend that City Council direct the City Manager to review the Planning
Department budget. It is the Commi'ss i on recommendati on that the Pl anni ng Oepa rtment
be adequately staffed to insure that the quality of development of the many projects
now before the City and those projects coming up in the near future maintain the
level currently being produced by the Planning Department. Motion seconded by
Lei bert and unanimous ly approved. '
Commissioner Ripperdan asked about the status of the Department of Water and Power
project. Secretary reported that the City Manager and City Attorney met with
the Coastal Commission in San Francisco. The City's position was made clear to
both the Coastal Commission and Conservancy. The proposed DWP project may undergo
a review by the City, Conservancy and Coastal Commission in the near future.
Additionally, according to informed sources, the $40 million Federal CEIP loan
program budget has been cut to $7 million. However, Seal Beach is still in the
running for the money as are other'projects nationwide.

Commissioner Covington asked if the City received an extension from DWP. The
Secretary stated that to the best of his knowledge an extension has been granted
until October 1, 1981.
Ripperdan asked about the Marina Palace site. Secretary reported that the State
is reviewing the State Environmental Assessment on a newly revised project.
Discussion followed on the lease of the State site. The Commission expressed
a request to review the lease. Staff was requested to pursue this matter through
the City Attorney.
