THE PLANNING CO~~ISSION ~~T IN REGULAR SESSION ON WEDNESDAY,
JUL::!:: 1, 1981, IN THE COUNCIL CHAHBERS OF THE CITY ADMINIS-
TRATION BUILDING, 211 8th STREET, SEAL BEACH. THE t~ETING
WAS CALLED TO ORDER BY CHAIRHAN COVINGTON AT 7:30 P.IL AND
THE PLEDGE TO THE FLAG WAS LED BY VICE-CHAIRMAN GILKERSON.
Secretary introduced Michael Goldenberg, the new Commissioner from
District II. 11r. Goldenberg gave a short biography and informed
the Co~~ission of his pending September, 1981, trip to China.
Mr. Goldenberg advised the Commission that the China trip may cause
him to miss two commission meetings.

The minutes of the June 17, 1981 meeting were approved as submitted.
PUBLIC HEARINGS
A. Tentative Tract 11444 - Marina View Terrace

A proposal to construct a five (5) unit condominium project at
First Street and Marina. Secretary gave a Staff Report and advised
the Commission that the Public Hearing had been continued due to an
error in the title report.
Public Hearing Opened.
Rodney Watkinson, 524 Galleon Way, Seal Beach, spoke briefly on the
proposed project and informed the Commission that he and his partners
would comply with all Staff recommendations.
Commissioner Covington questioned proposed condition #3 of the Staff
Reportrequiring the sidewalk along First Street to be located adjacent
to the curb.
After a lengthy discussion by Commission members, the consensus of the
Commission was to have the sidewalk on First and Central installed
to match existing sidewalks by placing the parkway between the curb
and sidewalk.
Commissioner Gilkerson questioned the placement of the roof drains
into the gutter.

Secretary replied to the question by advising the Commsision that the
map in their packet was tentative only and that the final map will
concur with item #7 of the Staff Report.
No one spoke from the audience for or against the proposed project.
Public Hearing Closed.
Covington moved approval of Tentative Tract 11444 as presented with
Commission recommendations and conditions; seconded by Commissioner
Goldenberg and unanimously approved.

.tt B. Proposed Noise Ordinance
Secretary gave a report on the proposed noise ordinance noting County
response to concerns expressed by the Commission.

The proposed noise ordinance was reviewed by the Planning Commission.
The County will enforce existing City noise restrictions including
additional provisions dealing with commercial and industrial/oil
land uses.
Commsisioner Leibert moved approval of the proposed noise ordinance;
seconded by Corrmissioner Gilkerson and unanimously approved.
RESOLUTION 1231
C. Historic - Conditional Use Permit
Secretary gave a Staff Report stating the proposed zoning amendment
is designed to permit locally historic buildings and structures to
be restored and/or rennovated via a Conditional Use Permit process
while attempting to retain their non-conformance and architecture.
The provision before the Commission is designed to deal with the Sunset
Beach Water Tower.

Secretary read into the record a letter from the Seal Beach Historical
and Cutlural Society supporting the proposed Historic Conditional
Use Permit.
Public Hearing Opened.
Barbara Rountree, 1527 Marine Avenue, Seal Beach, submitted pictures
of historic buildings within Seal Beach for Commission review.
Mrs. Rountree stated that Seal Beach Historical and Cultural Society
supported the proposed Historic Conditional Use Permit and requested
recognition as the City's Historic Committee by initiating reference
to the Society in the proposed resolution.
Public Hearing Closed.
Extensive discussion followed with the Commission directing Staff to
prepare a resolution to City Council requesting official recognition
of the Seal Beach Historical and Cultural Society as the City's
Historic advisor. It was further suggested that the Society prepare
lists of Historic structures and assist in the preparation of an
Historic Element to the General Plan.

Commissioner Goldenberg moved approval of the proposed resolution;
seconded by Commissioner Leibert and unanimously approved.

:~ New Business
A. Amendments to the Redevelopment Agency Plan
Secretary gave a report on the Riverfront Redevelopment Project,
proposed amendment No.3. The proposed is necessary as a result of
the proposed development of the Hellman area and the adoption of the
Hellman Specific Plan.
The Commission expressed concern of the removal of trees in Gum
Grove Park should there be a land exchanged. Secretary responded
to the concern stating there will be no loss of trees just more
landscaping will be included.
Commissioner Covington questioned the area shown on the Map as
Area 2 and asked if there were more land to be included.
Secretary stated the area in question was the State Lands Commissions'
parcel.
Discussion followed on the proposed amendments which are designed
to bring the Redevelopment Agency Plan into conformance with the
City's General Plan and adopted Hellman Specific Plan. The next step
after Planning Commission action will be a review by the City's project
area committee.

Commissioner Gilkerson moved approval of the proposed amendments;
seconded by Commissioner Leibert and unanimously approved.

Subjects Commsisioners May wish to Discuss
A. Letter from Commissioner Gilkerson
Commissioner Gilkerson's letter suggested that the Planning Commission
consider new terminology for the City's residential zones that clearly
indicates allowable density; such as:
R-l to low density (LD 5000)
R-2 to medium density (tlD-2500)
R-3 to High density (HD - 2178) etc.
This will be subject to City Attorney's input and a report from the
Staff showing the pros and cons of the idea. The proposed idea may
help to encourage the accumulation of property.
Secretary passed out to the Commissioners a survey to be completed
and returned to the County by July 10, 1981.
