MINUTES OF THE PLANNING COMMISSION MEETING OF SE~TEi',~_K 16, 1981 THE PLANNING COMMISSION MET IN REGULAR SESSION ON WEDNESDAY, SEPTEMBER 16, 1981, IN THE COUNCIL CH~'BERS OF THE CITY ADMINIS- TRATION BUILDING, 211 8th STREET, SEAL BEACrl. THE MEETING wAS CALLED TO ORDER AT 7:40 P.M. BY CHAIRMAN COVINGTON AND THE PLEDGE TO THE FLAG WAS LED BY VICE-CHAIRV~N GILKERSON. PRESENT: Knap?, Covington, Gilkerson, Leibert ABSENT: Goldenberg The minutes of the August 19, 1981 meeting were approved as submitted. PUBLI C HEARINGS A. Senior Corky's, The Dunes Cafe, CP-S-81, 909 Ocean Avenue Conditional Use Permit for on-sale beer and wine in conjunction with an existing restaurant at 909 Ocean Avenue. Public Hearing Opened. Mark Gill, 909 Ocean Avenue, explained the proposed changes to the buildin9 and food service concept. The proposed hours of operation are Monday through Friday; noon till 9:00 p.m.; weekends noon till 10:00 p.m. He noted that the restaurant opened in the early 1940's as a family dining restaurant, was later changed to fast food and now is proposed for family dini~g. Public Hea ri ng Closed. . Commissioner Leibert moved edoption of Resolution 1239; seconded by GilkErso~ and unanimously approved. RESOLUTION 1239 B. Richard Elvidge, V-4-81, 320 10th Street Variance application for additions to a non-conforming five-plex at 320 10th Street. The additions would maintain substandard unit Slze, less than req"ired parking, substandard parking space size, substandard turning radius and uncovered parking. Public Hearing Opened. Richard Elvidge, I009~ Seal Way, stated that the Staff report is incorrect jn a number of places. A building permit was obtained on June 16, 1980, for " opening up walls. The building inspector met on the job to advise him on the scope of work needed to bring the building up to Code. There were no changes from prel imi nary plan approva 1 s to work i ng drawi ngs. After all approva 1 s \':ere obtained, the Planning Directnr withdrew administrative approval. Public Hearing Closed. After discussion, the Commission continued the matter until October 7, 1981, to provide time for Staff to research the issued permits and to arrange to inspect the building. C. Henry & Ann Bird. Appeal, A-2-81, 222 7th Street Appeal A-2-81 on the Planning Commission's denial of V-3-81, was considered by City Council on September 14, 1981. The City Council referred the matter back to the Planning Commission for further report. After discussion, Knapp moved approval; seconded by Gilkerson to recommend to City Council approval of appeal A-2-81, based upon special circumstances. Henry & Ann Bird, V-5-81, 478; Hazelnut Avenue The applicants requested the matter be continued anj that staff informully poll the Corrrnission on their attitude toward the Variance. Co\';ngton spoke in support of the application based upon location. Leibert supported the application based upon aesthetics. Knapp and Gilkerscn opposed the application. REPORT FROM SECRETARY A. Nelson's Nursery - Fresh prcduce sales are being carried out at the horticultural nursery without Planning approval or a separate City Business license. The Commission directed Staff to place the item on the P12n~ing Commission agenda, notify the Nelson's of the C~ission's action and direct fresh produce sales to be disccntinuej until the Commission acts favorably on the use. B. 1244 Pacific Coast Highway - Anna Roh Escrow, 1250 Pacific Ccast Highway has purchased the porperty at 1244 Pacific Coast Highway to be used as parking in conjunction with a proposed enlargement of the existing building at 1250 Pacific Coast High~lay. The Commission should determine if a loading zone is required since it was waived by variance. The C08mission directed the matter to be placed on the next ager.da. C. Main Street Economic Viability - The City Council will be considering options to improve Main Street viability.
