RESOLUTION NUMBER 5585
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SEAL BEACH APPROVING THE JOB CLASSIFICATION AND
SALARY RANGE OF THE POSITIONS OF EMERGENCY
SERVICES COORDINATOR AND COMMUNITY SERVICE
OFFICER III AND AMENDING THE CITY OF SEAL BEACH
CLASSIFICATION PLAN TO INCLUDE THE POSITIONS
WHEREAS, the City Council adopted the budget for Fiscal Year 2007-08 and 2008-09
on June 25, 2007; and

WHEREAS, the proposed positions were programmed into the Police Department budget
for the fiscal years; and
WHEREAS, the Emergency Services Coordinator will be responsible for community-
wide disaster preparedness training, coordination, Emergency Operations Center
development and operations, Community Emergency Response Team
organization and development, and other activities to ensure the Seal Beach
community is well prepared when dealt with emergencies or disasters; and
WHEREAS, the Community Service Officer III position is the reclassification of one
existing Community Service Officer II position to that of a lead position within
the existing Community Service Officer job series to coordinate the parking
enforcement detail; and
WHEREAS, due to promotions, vacancies, and administrative leaves during the last year,
a Community Service Officer II has been performing duties that exceed the
routine and journey level duties of the classification; and

WHEREAS, the reclassified Community Service Officer III position serves as training
officer, scheduler, recruiter, screener, statistician, crossing guard coordinator, and
other duties assigned.
NOW, THEREFORE, the City Council of the City of Seal Beach hereby resolves:
Section 1. The position of Emergency Services Coordinator and Community Service
Officer III is hereby approved and the Seal Beach Classification Plan is amended to
include the position job specifications:

CITY OF SEAL BEACH
EMERGENCY SERVICES COORDINATOR
Class specifications are intended to present a descriptive list of the range of duties peiformed by
employees in the class. Specifications are not intended to reflect all duties performed within the
job.
DEFINITION
To plan, organize, and coordinate the citywide Emergency Management Program for the
preparedness, response and recovery phases for disasters and national security
emergencies; manages the Police Department Volunteer in Policing (VIP) program;
manages the city Community Emergency Response Team (CERT); manages the city
Radio Amateur Civil Emergency Service (RACES); and performs other duties as
required.

ESSENTIAL FUNCTION STATEMENTS - essential and other important
responsibilities and duties may include, but are not limited to, the following:

. Develops, prepares and' maintains the City's Emergency Management Plan and
supporting documentation such as incident specific plans
. Emergency Operations Center (EOC) Activation procedures and call out lists;
works closely with other City departments and a variety of outside agencies, such
as governments, school districts, hospitals, utilities, and not-for-profit
organizations to develop the Plan
. Reviews legislation and legislative changes to ensure that the City is in
compliance with federal, state and operational area laws and regulations;
recommends changes as appropriate; ensures the City meets eligibility
requirements for federal, state and county reimbursement programs
. Develops and conducts emergency exercises and prepares required FEMA After
Action Reports
. Coordinates plans, training and exercises with other departments and outside
agencies; develops and implements training programs for internal and external
organizations and the public, response and recovery; develops and conducts
emergency exeTCises to train and test City staff
. Develops curriculum and materials to meet community needs for emergency
preparedness and response training
. Maintains the readiness of the City's EOC at all times; sets up and activates the
EOC for actual emergencies, acting as a technical reSOUTCe throughout the
emergency; acquires, maintains and tests equipment; maintains supplies; recruits,
trains and directs the work of volunteers, including certified disaster service
workers (CERT); auxiliary communications staff (RACES)
. Volunteers in Policing; and the City Employee Safety Officer Program
. Coordinate and conduct quarterly City Safety Committee Meetings
. Create and maintain safety manual and ensuring City departments follow safe
work practices
. Prepares and manages the EOC budget
. Performs a variety of administrative and operational duties to support the Police
Department; researches and conducts disaster and hazard planning analyses;
conducts special projects as assigned; assists with the development, update and
maintenance of policies and procedures; assists with the budget process
. Facilitates financial claims following disaster and mutual aid situations
· Manages the Emergency Management Assistance Grant and other special service
grants
· Represents the City in county, state and federal meetings

QUALIFICATIONS
Any combination of education, training, and experience that would likely provide the

EXPERIENCE AND TRAINING GUIDELINES
Any combination of experience and training that would likely provide the required
knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities
would be:
Education and Exoerience: Bachelor's Degree in public administration, business
administration or a related field. Three (3) years experience in emergency management
programs. Additional experience as an Emergency Services Coordinator may be

substituted for educational requirement on a year for year basis.
Certifications/License: Possession of a valid California driver's license. Certification as
an Emergency Manager by the International Association of Emergency Managers is
desirable.
WORKING CONDITIONS
EnvironmentalJPhvsical Conditions:
Work involves light to moderate work in an office setting. There is a frequent need to sit
and infrequent need to stand, walk and to lift objects 10 to 20 pounds. Employee

COMMUNITY SERVICE OFFICER III
Class specifications are intended to present a descriptive list of the rallge of duties perfonned by
employees in the class. Specifications are not illtended to reflect all duties perfonned within the
job.
DEFINITION
Lead position of the Community Service Officer series; enforce all laws and ordinances
pertaining to vehicular parking and traffic regulations; and to perform a variety of tasks
relative to assigned area of responsibility.
SUPERVISION RECEIVED AND EXERCISED
Receives general supervision from assigned Police Sergeant, the Chief of Police and/or
his designee

ESSENTIAL AND MARGINAL FUNCTION STATEMENTS - Essential and other
important responsibilities and duties may include, but are not limited to thefollowing:
Essential Functions:
. Provide guidance and direction to Community Service Officers and Police Aides
. Schedule all parking enforcement personnel
. Manage the training of new Community Service Officers and Police Aide
. Coordinate Crossing Guards
. Compile parking statistics and reports
. Recruit and screen Police Aide applicants
. Evaluate parking bureau personnel
. Patrol an assigned area of the City to enforce parking regulations, including street
sweeping violations; issue citations to violators; impound vehicles if necessary
. Maintain effective and pleasant relations with merchants and the public to provide
equitable and orderly control of vehicular parking.
. Monitor parking meters for violations; may collect parking meter monies for deposit
through established procedures
. Prepare daily reports and input computer data relative to traffic citations, towing,
traffic accidents and other related matters
. Research and retrieve pertinent data relative to multiple parking citation violations;
may perform other research and analysis of statistical data
. Enforce miscellaneous municipal codes, including sign violations, abandoned
property and vehicle violations
. Respond quickly and safely to emergency calls; provide traffic control as needed
during emergencies, special events, and traffic accidents
. Respond to public and employee inquiries in a courteous manner; provide
information within the area of assignment; resolve complaints in an efficient and
timely manner.
· May conduct investigations of minor incidents/documents necessary for police
reports.

Field environment; travel site-to-site, exposure to inclement weather conditions.
Physical Conditions:
