MINUTES OF THE PLANNING COMMISSION MEETING OF OCTOBER, 21, 1981
THE PLANNING COMMISSION MET IN REGULAR SESSION ON WEDNESDAY.
OCTOBER 21, 1981, IN THE COUNCIL CHAMBERS OF THE CITY ADMINIS-
TRATION BUILDING, 211 8th STREET, SEAL BEACH. THE MEETING WAS
CALLED TO ORDER AT 7:40 P.M. BY CHAIRMAN COVINGTON AND THE PLEDGE
TO THE FLAG WAS LED BY VICE-CHARIMAN GILKERSON.
PRESENT: Knapp. Gilkerson, Leibert, Covington, Goldenberg
The minutes of the October 7. 1981 meeting were approved as submitted.
PUBLIC HEARINGS
A. Richard Elvidge, V-4-81
Variance for additions to a non-conforming building. Richard Elvidge,
1009~ Seal Way, withdrew the variance application. He thanked the Commission
for their courtesy and assistance. He will work with Staff in developing
plans for conforming use of the property. The Commission accepted the
withdrawal of the variance.
B. Tom Hyams & Howard Brief, V-6-81
Applicants requested the matter continued for two weeks. With consent of
the Planning Commission, the chair so ordered.
. Ie PLAN REVIEWS
A. St. Anne's Church, PR-3-81
Plan review is for additions to a church residence at 328 10th Street, for
a bathroom enlargement. The Planning Commission is requested to find the
proposal in conformance with Sec. 28-2209 2(c) of the Zoning Ordinance by
the provision of parking (2 spaces) in the St. Anne's Church parking lot
approximately 50 feet from the entry doors to the residence.
Leibert moved approval of PR-3-81; seconded by Gilkerson and unanimously
approved.
MINUTE ORDER
SUBJECTS COMMISSIONERS MAY WISH TO DISCUSS

A. Commissioner Leibert brought to the Commissions attention a letter of
August 10, 1981 addressed to the Parks and Recreation Commission on the
subject of the Presley Subdivision, in lieu park fees. At the request
of Staff, the Commission continued this matter for two weeks in order
to obtain a legal opinion from the City Attorney.
B. Commissioner Goldenberg reported that he had reviewed V-5-B1 and inspected
the property. Based upon the existing conditions on-site, shrubs and
landscaping, he would not oppose the variance.

.~ ORAL COMMUNICATIONS FROM THE AUDIENCE
Ken Hagadorn asked about the rezoning of the DWP site. Secretary noted
that the matter will be before the Commission on November 4th.
REPORT FROM SECRETARY
At the next meeting, the Commission will have a proposed amendment to
the sign ordinance and the Ponderosa Subdivision.
Covington noted that this is Knapp's last meeting and the Commission is sorry
that he is unable to continue serving on the Commission. All the Commissioners
commended Knapp for his many years of outstanding service.
Joyce Reisner, 845 Driftwood, thanked Mr. Knapp for his 12 years of outstanding
service on the Planning Commission.
