SEAL BEACH PLANNING COMMISSION OF
HAY 19, 1 982
PRESENT:
The Planning Commission of Seal Beach met in regular
session on Wednesday, May 5, 1982 in the Council Chambers
of the City Administration Building. The meeting was
called to order by Vice-Chairman Goldenberg at 7:30 p.m.,
and the pledge to the flag was led by Commissioner Gilkerson.

The minutes of the May 5, 1982 meeting were considered and approved unanimously.
PUBLIC HEARINGS
A. Zoning Text Amendment, ZTA-3-82 (Continued)- A zoning text amendment
to permit veterinary out-patient clinics in the C-1, Service Commercial
Zone.

Staff report presented by Mr. Antos. He indicated that the recommended mechanism
for a veterinary out-patient clinic would be to require a letter of authorization
from property owners upon which the clinic will be located and signed statements
from all businesses within 100 feet and all residential property owners within
100 feet of the proposed veterinary clinic and soliciting any comments they may
have on the use. He also indicated that the Commission has asked that all
local veterinaries be notified of the publ ic hearing so that comments may be
solicited. He indicated that so far no comments had been received.
Mr. Antos also stated that he had spoken ,with both Chairman Covington and
Commissioner Jessner and both indicated that they were satisfied with the
proposed amendment as it has been modified.
Commissioner Gilkerson was concerned over amount of time if applicant
could not locate adjacent property owners. Staff replied that a period of
from 10 to 14 days would most likely be used and if some notices came back
unable to deliver, they would be kept in the file to show that an attempt
had been made to contact property owner.
Commissioner Smith wished to comment that he realized that veterinarians are
professional people and that we should take that into consideration, but the
fact is that this type of business is dealing with animals who are unpredictable
and it would be reasonable to have statements from adjacent property owners
considering this type of application.

Public Hearing Opened. As no one spoke in favor, nor in opposition, public
hearing closed.
Commissioner Gilkerson moved to adopt resolution ,with Commissioner Smith
seconding. Resolution unanimously approved.

Annual report presented by Mr. Antos indicating kinds of cases that the Planning
Commission handled, HCD Block grant funds authorized, construction activity
requiring plan-checking, etc.
Vice Chairman wished to continue the annual report until all members of
Planning Commmission are in attendance. This report will continue at June 2
meeting.
The Surfside Height Limitations which went to Council for consideration
has been held over until new City Council is seated as indicated in the
Report from the Secretary.
Meeting adjourned at 7:50 p.m.
