MINUTES OF THE SEAL BEACH PLANNING COMMISSION OF JUNE 16, 1982 The Planning Commission of Seal Beach met in regular session on Wednesday, June 16, 1982 in the Council 'Chambers of the City Administration Building. The meeting was called to order by Vice-Chairman Goldenberg at 7:45 p.m., and the pledge to the flag was led by Commissioner Gilkerson. PRESENT: Commissioners Gilkerson, Smith, Jessner,Go1denberg EXCUSED: Chairman Covington STAFF: Planning Associate Antos The minutes of the June 2, 1982 meeting were considered and approved as corrected. REPORTS TO PLANNING COMMISSION A. ZONING ENFORCEMENT . Staff report presented to Planning Commission by Mr. Antos. Staff report summarized the City's code enforcement history, future enforcement with staff reductions, other cities' enforcement programs and general staff recommendations. After considerable discussion by the Commission, the following consensus was reached: 1. A multi-faceted program should be developed by staff including the costs of each phase. 2. The program shou1d'inc1ude - - Enforcement on a complaint basis - Systematic enforcement of violations 3. Inspection of properties at time of sale. 4. Inspection of businesses as a part of licensing. 5. Inspection of apartment complexes and licensing of apartments. 6. The cost factors for each phase should accurately reflect actual 'costs and thereby not be a tax. The Commission was of the opinion that the main purpose of this program was to improve the overall safety of all properties in the city thereby reducing hazards and to remove illegal units and uses in structures. ' Staff,wil1 prepare the program outline for Commission review. B, MINOR ADDITIONS TO NON-CONFORMING BUILDINGS (continued) . Staff report presented to Planning Commission by Mr. Antos. The report recommends that the Commission encourage: - consolidation of smaller units into fewer, larger units. - increase on-sit& parking . . . - increase amenities - retain the building footprint The Commission should discourage: - adding additional units, stories or bedrooms - intensifying substandard setbacks, At the conclusion of the Commission discussion, the Commission recommended a conditional use permit process for additions to non-conforming buildings and ,that a policy resolution be prepared for Commission adoption which outlines the types of reductions in non-conformaties the Commission will be encouraging. REPORT FROM SECRETARY At the last City Council meeting, the Council approved the 2nd reading on the Surfside height limit zoning text amendment and approved a citizen's participa~ tion resolution.
