MINUTES OF THE SEAL BEACH PLANNING COMMISSION OF JULY 7, 1982 The Planning Commission of Seal Beach met in regular session on Wednesday, July 7, 1982, in the Council Chambers of the City Administration Building. The meeting was called to order by Chairman Covington at 7:35 p.m., and the pledge ,to the flag, was led by Commissioner Goldenberg. PRESENT: Commissioners Goldenberg, Jessner, Perrin, Smith and Chairman Covington STAFF: Planning Associate Antos The minutes of the June 16, 1982 meeting were considered and approved with Commissioners Perrin and Covington abstaining. Public Hearings A. CUP-5-82 - The Southland Corporation -,Conditional Use Permit for packaged beer and wine sales at 1200 Pacific Coast Highway (C-2 General Commercial Zone). . Staff report presented by Mr. Antos. He indicated that the school board made a decision to not continue public instruction. ' The day after classes, were dismissed, the 7-11 store made an application for a conditional use permit for beer and wine sales. Since the school district has not yet decided for what purpose they will use the site, the 7-11 has asked for a 90 day continuation to await that decision. Commission agreed to continuation. B. CUP-6-82 - Primrose Restaurant - Conditional Use Permit for on-sale beer and wine sales at the f6rmer'~Sambo's":restaurant building at,2940 Westminster Avenue (C-2 General Commercial Zone). Public hearing opened and closed as no one spoke in favor, nor in opposition.' Commissioner Jessner moved to adopt conditional use permit, with Commissioner Smith seconding the motion. Resolution passed unanimously. C. Draft Housing Element to City's General Plan - Public hearing to receive testimony from the public on Draft revised Housing Element to City's General Plan. Staff report presented by Mr. Antos. No comments have been to date received regarding the revised housing element. Mr. Antos pointed out two minor modifications to the element. Public Hearing Opened - no one spoke in favor, nor in opposition; therefore Public Hearing Closed. . . Minutes of P.C. Meeting of 7/7/82 Page 2 Commissioner Goldenberg stated that he took the time to read the original element dated December, 1974 and then read this revised one and he commented that it was a vast improvement in readability and simplicity in terms of a layman being able to understand it. He felt that the group that was hired to revise the element did a commendable job and urged the other commissioners to read it. . Chairman Covington asked if there was reference in the element to manufactured housing and staff replied that element complied with all Planning Department needs and was satisfied that this element will do the job for the City. Commissioner Go1denberg"mov'ed:to adopt the housing e1ement,with Commissioner Smith seconding the moti on. E1 ei,lentunanimous 1y adopted. COMMISSION COMMENTS . Commissioner Jessner spoke of a letter from Dr. Curry expressing complaint regarding the Exxon operation. Staff replied that Mr. Wade CooK from Exxon and Mr. Curry would be,meeting soon to resolve the matter, and that the matter was solvable. Chairman Covington asked regarding the status of Hellman. Staff replied that there has been a tentative agreement with Fish and Game, Coastal Conservancy and the Coastal Commission, to provide some wetlands on site: Chairman Covington felt that the wetlands area should not take away from our park site. Commisioner Goldenberg spoke of a method to fund the salary for the Code Enforcement Officer. Mr. Antos stated that the use of CDBG funds for that situation could not~be done.
