MINUTES OF THE SEAL BEACH
PLANNING COMMISSION OF
AUGUST 18, 1982
The Planning Commission of Seal Beach met in regular
session on Wednesday, August 18, 1982, in the Council
Chambers of the City Administration Building. The
meeting was called to order by Chairman Covington at
7:40 p.m., and the pledge to the flag was led by Vice-
Chairman Goldenberg
PRESENT: Commissioners Jessner, Goldenberg, Smith & Chairman Covington
ABSENT: Commissioner Perrin
STAFF: Planning Associate Antos

A. Study Session on Criteria for Additions to Nonconforming Buildings
Draft staff report presented by Mr, Antos for Commission discussion and
comment. Explanations and reasons for each section were provided to the
Commission. Commissioner Jessner asked if plans are required asa condi~
tion of CUP application. Secretary noted that complete plans are required
in a CUP or variance application.
After discussion, the Commission made two minor changes for clarification
in the proposed policy statement and by concensus, approved the report.
This matter will be advertised for public hearing on September 1,/1982.

REPORT FROM SECRETARY
A. Secretary reported on numerous requests for increased fence heights
between residential and commercial properties,and along major highways such
as Pacific Coast Highway and Seal Beach Boulevard. After discussion, the
Commission agreed with the concept, but directed staff to survey other
cities to see if they have similar provisions.
The Commission also asked staff to see if a procedure could be developed
to beautify some tract perimeter walls such as the wall around Marina Hill.
B. Secretary announced that the Council appointed a Citizen Participation
Committee whose first meeting will be on August 25, 1982 at 7:30 p.m. in the
City Council Chambers.
