MINUTES OF THE SEAL BEACH
PLANNING COMtlISSION OF
NOVEMBER 3, 1982
The Planning Commission met in regular session on
Ivednesday, November 3, 1982 in the City Council
Chambers oLthe City Administration Building. The
meeting was called to order by Vice7Chairman Goldenberg
at 7:35 p.m., and the pledge to the flag was led by
Commissioner Jessner.
PRESENT: Commissioners Goldenberg, Jessner, Perrin and Chairman Covington
ABSENT: Commissioner Smith

The minutes of the October 6, 1982 meeting were considered and approved.
Public Hearing,
A. DWP Specific Plan
. This item was held over from the last meeting of October 20, 1982 for which
the Planning Commission did not have a quorum. The background of the DWP Specific
Plan was presented by Mr. Antos. The modifications mentioned in the study
session were incorporated into the plan and explained by Mr. Antos. Also included
in the' Commissioner 1 s packet was a letter received by the City from the Dept.
of Water & Power requesting that the City not take final action on the Specific
Plan until such time as the Dept. of Water & Power is satisfied that the conditions
of the Specific Plan will provide them adequate development and opportunities.
It was indicated that a representative from the Dept. of Water & Power, Mr.
Rufus Hightower, was present to answer any questions. Public Hearing was opened.
Mr. Gordon Shank, 215 Surf Place, representing both himself and the San Gabriel
Park Society stated that it was felt that the best course for the Planning
Commission would be to postpone their decision on the Specific Plan.

Mr. Rufus Hightower, L.A. Dept. of Water & Power stated that the Dept. of Water
& Power has an interest in proceeding with the development. In that regard,
they have contracted with a consultant to advise them on these matters. This
consultant provides them with the expertise they do not have in developments
of this kind. He further stated that the DWP has received the Specific Plan
that is proposed to be adopted and express concern over the size of the development,
the height limits, the numb<':r of acreage that is to be developed, th<': park
requirements, and in addition, ther use that is to be set aside 'for open space.
Due to these concerns in the Specific Plan, the DWP would like to postpone
the adoption of that plan until their consultant has a chance to make recommendations.
Commissioner Perrin asked "hat that time frame would be and Mr. HightOl;er replied
that 4 to 6 weeks after the end of the year should give them enough time.

Commissioner Jessner asked to what degree the consultant was going to revie"
the document. Mr. HightO\,er replied that he would start from "ground zero."
Mr. Hightower stated that it is felt that it is a necessary step now,
rather than have it get bogged down later.
Mr. Allen Parker, City Manager for Seal Beach stated that he was asking
that the Specific Plan not be continued. He stated that we have been
in the process of negotiations with DWP for l~ years. It was at his request
that the Specific Plan was prepared mainly as a negotiating tool for the
City. The Planning Commission and the City Council ought to be, in his
opinion, setting law. The DWP would like to get the highest and best
USe for its property. It was originally decided that the balance between
park and development would be 70-30 percent. The City of Seal Beach wishes
to maintain the integrity of the development. The City needs a starting
point and when the Specific Plan is adopted, then it allows me to present
something definite to interested developers.
Mr. Gordon Shank, 215 Surf Place, stated that in light of statement made
by City Manager, he would like the San Gabriel Park Society viewpoint
on the Specific Plan. He "ould like to see interested citizens such as
Park Society placed on architectural review board so as to have some say
in the continuity of the project especially with regard to the open space
development.
... After some discussion, City Manager suggested a statement to be included
under conditions in the Specific Plan to say "An Advisory Committee may
be established under the RDA responsible for other areas of concern that
the agency may designate." Mr. Shanks stated that "hat Mr. Parker recommended
would be acceptable to the Park Society. Mr. Parker also indicated that when the
Coastal, Commission granted its permits, it stated that the open space will be
built first. This would ensure an integral design "ith the remaining portion
of the development.
Mr. Covington moved to incorporate in the Specific Plan under Notes and
Conditions, an item "i" which reads as follows: '_'An Advisory Committee
may be established under the RDA responsible for other areas of concerns that
agency may designate." The motion "as seconded and the Specific Plan "as
adopted, 4-0.

B. ZTA-7-82
This is a zoning text amendment to raise permitted building heights on
small lots to 25 feet. Staff report presented by Mr. Antos. A letter
had been received from the Orange County Fire Department stating that
it was felt that the height limit not be raised due to difficulty in access
for firefighters.
Public Hearing opened.
Mr. Steven Cook, 62 Riversea Road, spoke in favor of raising the height
on the trailer park.
Mrs. Morton of 153 13th spoke against allowing raising the height limitation.
She felt that' with the additional building onto trailers, the park
was no longer a mobile home park.
Mr. Tom Costa, 78 Riversea, said that the taxes are paid by the tenants
when they add on to their mobile homes. He further stated that he would
like the opportunity to build what he desires on his mobile home as others
in the City have the right to build onto their homes.
Paul Jeffries, 8 Cottonwood Lane, stated that he is against building any
higher than the way it is now. Some of the tenants who have no intention
of building on to their trailers are overwhelmed by their neighbors.
Mr. Jeffries showed pictures taken of existing cabanas and problems created
by them.
In further discussion, it was brought out that the trailer park is not
divided into lots, but is a large piece of land. Property lines are only
designated after a cabana is built. Chairman Covington suggested that
with so many new discoveries brought out in this meeting, that the zoning
text amendment be held over until the following meeting. He felt that
the City would be liable for tenants losing their cabanas when they moved.
He felt that it would be a moral obligation, if not a legal one.
Rita Brenner, 14 Cottonwood Lane suggested that a definite time limit
be placed as to the actual construction completion date of new permits.
C. Quinn, 4 Cottonwood Lane, stated that the trailer park is actually
a community, with the sallie problems in any small community, and he felt
that Mr. Bill Dawson would be agreeable when tenants decide to move, so
there should be no problem with liabilities.
Public hearing will be continued until the next meeting of the Planning
Commission.

C. Surfside Study Area
The item regarding change in the Surfside study area was presented to
Commission by Mr. Antos. Perrin moved to adopt resolution, Covington
seconded and resolution adopted 4-0.
