Minutes of the Seal Beach
Planning Commission of December 15, 1982
The Planning Commission met in regular session on
Wednesday, December 15, 1982 in the City Council
Chambers of the City Administration Building. The
meeting was called to order by Vice-Chairman Goldenberg
at 7:30 p.m" and the pledge to the flag was led by
Commissioner Jessner,

The minutes of the December 1, 1982 meeting were considered and approved
by the following vote:

PUBLIC HEARING
A. CUP-7-82, John Rappazzini, 115 Main Street
Res. 1275
Application by John Rappazzini for a conditional use permit for the trans-
fer of on-sale beer and wine license at the Family Affair Restaurant,
115 Main Street to a new owner, Staff report presented by Mr. Antos.
The initial CUP was approved by the Planning Commission in 1980 and to
date there have been no problems with beer and wine at this restaurant.
Perrin asked if there were any proposed changes in the hours of operation
at the restaurant. Staff replied that the hours of operation were not
discussed with the applicant. Smith asked about the finding in the reso-
lution related to a distance from a church and residential property.
Staff noted that the resolution for alcoholic beverages must note the
distance of the site from residences, churches and schools,
Public hearing opened, no one spoke; therefore hearing closed.
Perrin moved to approve CUP-7-82 by adoption of Resolution 1275; motion
seconded by Smith and unanimously adopted,

2) The 7-11 Store CUP application will be before the Commission on Janu-
ary 5, 1983.
Commission Comments
Jessner thanked the Engineering staff for prompt installation of "No Park-
ing" signs on Bolsa Avenue adjacent to Seal Beach Boulevard.
Perrin asked for information on mobile home setbacks from Title 25. Staff
provided the information. Perrin asked staff to investigate two properties
for code violations,
Goldenberg asked for a report on the Hellman/Ponderosa project. Staff
provided a report indicating that Ponderosa has withdrawn their develop-
ment proposal, however, the Hellman family will continue to cooperate
with the City.
Perrin asked the Commission to consider changing the meeting day from
Wednesday to Monday due to a work conflict, The matter will be considered
by the full Commission at a future meeting,
