Minutes of the Seal Beach Planning Commission
of February 16, 1983
The Planning Commission met in regular session on
Wednesday, February 16, 1983 in the City Council
Chambers of the City Administration Building. The
meeting was called to order by Chairman Covington at
7:30 p.m.,and the pledge to the flag was led by
Commissioner Jessner.

The minutes of the January 19, 1983 meeting were considered and approved
as amended by the following vote: '

This variance is for less than r~quired sideyard setback at Bl14 Surfside.
The encroachment problem resulted from the owner of Bl14 Surfside failing
to survey the lot and assuming th~t Bl15 was located three feet from th~
side property line. Consequently Bl14 was constructed with a five-inch
encroachment onto adjacent lot.
Staff report presented by Mr. Antos. He indicated that the City attorney
advised the Planning Commission to continue the hearing until a later
date (not yet determined) as additional time was needed to--8,o over proposal
documents.
Hearing continued to a later date by the following vote:

This is a conditional use permit to add open decks on the front of a non-
confor~ing fourplex at 1101 Seal Way. Staff report was presented by Mr.'
Antos. He.indicated that the building suffered wave damage to the front
during the recent storm~ The applicant wishes to add porches on the first

and second floors as part of the repair of storm damage. He also indica-
ted that as part of "the disaster inspections by the Building Department,
this building was inspected and no violations were observed.
Public hearing was opened.
1. Richard Butkerfield, 1107.Seal Way, spoke of his proposal to add
porches on the first and second floors of his building.
Commissioner Smith pointed out that the plan and the elevations do not
agree. As a result, modifications were proposed to the resolution approv-
ing CUP-2-83.
Public Hearing Closed.
After discussion by Commissioners, it was decided to include in the resolu-
tion the notation that the two porches were not enclosed, and were in
accordance with final approved plans.

PLANNING COMMISSION ITEMS
A. Adding Pier Area to RDA
The City Council pulied the subject item indefinitely from the agenda
because they have not yet made a decision on whether to make a finding
that says the pqer is of material benefit to the RDA and therefore the
RDA funds can be spent outside the agency to repa~r.
There was also a discussion item regarding a proposal to abandon a portion
of Marina Drive near Pacific Coast Highway. After discussion, the Plann-
ing Commission recommended that prior to any deciSion being made, a traffic
study be prepared to determine the impacts of the closure to surrounding
streets and at the same time look into the zoning along 7th Street near
Marina Drive to determine if the zone should be changed on any of properties.
